i asked a lot in a previous hearings how the city i.t. budget compares to the rest of the world, to our peers out there and we have done a study over the last year. it is a complex question because we are a highly decentralized organization. 25% or 35% of the spending is recognized. the overall budget for the city if you add up all the departments'budget is fairly consistent for we see in the u.s. our uniqueness is the fact that we are highly decentralized in the fact that only 20% of the staff i.t. work force works in our department. the restaurant in supporting the departments directly -- the rest are out in supporting the departments directly. we split our budget into five major areas, divisions, if you will in our department. we have our basic operations which is a very large part of our budget. this is all the behind-the- scenes spending to keep the datacenter running and support the mainframes and things like that. we have another part that we call the public safety area which is focused on the technologies related to public safety

i was pleased to hear the director of i.t. states that the departments that have migrated to the consolidated e-mail system cannot migrate to -- can migrate to 365. this is what we have been advocating for. this will allow us to avoid duplication of potential disruption that we may incur, even though we are going to migrate one time. it is very successful, so i am hopeful it will be for us and the department. our major expenses and revenues. i am thinking probably by thanksgiving is when they would have time to migrate the department does well, but let's say in the fall to reduce the proposed expenditure budget totals $11.4 million. this is a $591,000 increase from the current year, driven by a labor costs saw, so the revenues anticipated to increase but taper off beginnings in 1314. dodi here is a view of the proposed budget allocated by expense-for fiscal year 2014. a part of our allocation is salaries and benefits to give the breakdown in professional services, and $2 million for analyst services, 3,000,015, 174 citywide ma

months ago you wrote a piece for the mercury news about a specific example of how china is abusing i.t. writes. can you tell us that story? >> that is a great example of court ordered action that we obtained in china, with some cooperation from chinese authorities in allowing us to go into an enterprise and inspect their computers to determine whether or not part of its offer was being used. in fact be found pirated software being used within a company, and as part of the next steps, what happened is that the company -- law enforcement authorities were allowed in, they became very belligerent, essentially almost forcibly assured the law enforcement authorities out, and the next day, the woman who is our lawyer, a chinese woman was asked by the ceo of the company to meet to talk about a possible resolution of the case, and she was attacked in the facility where they were meeting. that is an example of the fact that there was initial action by the government but the culture of this respect for intellectual property rights and for the rule of law was so extreme that we saw that type of ac

so i bring all this up to say that we need significant i.t. support internally to refine our current systems, work within the context of the state eligibility system, and several of the budget analyst recommendations speak to i.t. positions specifically, or deleting them out of our budget. we are working with the budget analyst office now, presenting these arguments as well as some other i.t. needs, so i am confident we will come to a resolution that we both think is reasonable and supported with the data. the third area that received a lot of public attention around the holidays, and that is homeless families. we experienced a significant increase in the number of families on our shelter waiting list. you see on the chart 242. it did spike to 267 at one point, which was our high. we were able to secure a very large private donation, and following that, a large private give to our community partners, we received another 1, and have the mayor and kirk -- committed to increasing general support for its rental assistance, eviction prevention, and
