suarez: and for more about this decision, we're joined by john covington, the superintendent of the kansas citychool district. superintendent how did your city come to this pass? how did it get to a point where the cuts had to be so drastic? >> ray, over the past several years, the kansas city, missouri, school district has been declining enrollment school system. approximately 20 years ago we had 75,000 students. approximately ten years ago we had 35,000 students . enrollment continued to decline and we're now down to less than 18,000. and as a result of that, we're still operating a total of 61 schools, which is far too many schools for the number of students that we have enrolled in the district. >> suarez: kansas city has roughly the same number of people that it had in 1960 when your school district was at its enrollment height. where are all those kids? where have they gone? >> well, in 1995, the united states supreme court overturned the desegregation case and as a result of that, we lost close to 8,000 students, i think. and then in the latter part of the '90s, the missouri state legisl

another parent from kansas city, missouri. linda. what do you think of kansas city public schools? caller: i give them an f, an f, and an f. i am not going to say it is the kids here. it is the administration. we have gone through so many superintendents that did not fulfill their years that they fired, and they still got to keep their money. i think that was a shame. i took my kids out of public schools back in the 1980's and put them in private schools because that is when it was all starting to go downhill, i believe back in the 1980's. host: why do you think it change? caller: i think of the 1980's they started segregating and closing -- not closing the inner schools but out south in the suburbs, where they were fixing up the schools and put in swimming pools in them, and they did that, too, and enter city, too, to bring the white kids in the inner city and then the black kids went out to a school in the suburbs. i had a sister in law that had six kids. each one of six kids went to different schools. not a school in their neighborhood, but to go white schools. that is when i to

islamic in the tenth federal reserve district, kansas city district, you go west from kansas city to denver. so you have the agricultural states, nebraska, kansas, oklahoma, energy wyoming, colorado, and the northern mexico. and we actually, this area actually entered the recession leader because of the energy and the agriculture, and then it came in and really accelerated about where the rest of the country was. now it is like the rest of the nation coming out slowly. energy has improved partly because some stability in the natural gas production which is seeing activity pickup. agriculture is doing relatively well compared to other times particularly. and then we have a lot of small manufacturing which supports some of the larger main factor in both durable and nondurable because of the agricultural orientation. and those are also coming out just slowly but steadily out of this recession. the other thing kind of pointing to is the fact in that region there is about 800 plus community banks that operate, so while we don't have one large institution we have these 800 that are oriented

to kansas city, carl on our democrats line. caller: hello, kansas city, i wrote a letter to clare mccaskill, my senator, with this idea, and i'd like the gentleman's opinion on it in the form of a question and a comment. first of all, if the information is correct, there's $1,000 approximately assessed to every american, middle class, because of emergency rooms and hospitals that aren't reimbursed. and also, there's pop you're lism in the country, so why don't they take this mandate? first of all, they haven't explained adequately to the americans that the mandate is necessary to get preexisting conditions covered, ok? everybody knows that, but it isn't said enough. people are up in arms about the mandate and they're wasting the taxpayer money going to court because they're going to turn it into a tax and put two lines on the i.r.s. form, one that says you pay a fixed amount, and then second line deducts it if you have insurance. the money that they collect should go to the emergency rooms and hospitals to cover the people that

i was in kansas city a couple months ago. a lot of action going on there. on my way to madison this month the know your former know your food initiative it does not have staff for its own budget. the concept is to use existing fda authorities. we have a lot of resources and people. you want to make sure we are following through on initiatives in the two dozen major farm bill in particular. the business industry loan guarantee program which congress had asked that there be 5 percent of that money set aside for local food promotion. when the department cut down to the details we found out that nobody had applied for that money. north question naturally was why not? are we doing enough to get the word out that this money is available? part of the know your former know your food is trying to better utilize existing resources within the department. it is also about having a national conversation, particularly with young people about where we want american agriculture to go. in terms of organic we will be having an inspector general report coming up early this we

you can see where the heaviest snow has been coming down, even up to the kansas city area. we'll take you into oklahoma city now and there you can see we're on the back edge. so we're starting to get next batch of snow, which has been coming into that area. the winds have been pretty strong. you can see sustained around 20 plus miles per hour and then, again, those gusts are going to continue to go along with that. certainly not a whole heck of a lot of fun. the forecast snowfall totals show you that it is a really small area that we're going to be seeing those heavier accumulations in north and east of town. should see the worst of it. now, what a difference a day makes. yesterday was like 72 degrees in oklahoma city. look at those temperatures now as they come into the 30s. so feeling a lot like spring across parts of the east. look at that, boston, 71 degrees, nicer in boston than in dallas right now. dallas could see a little bit of snow. kind of a little bit of flip-flopping backwards, but that cold air will continue to push in behind the system. everybody that is havin
