meteorologist bill karins has been tracking this thing from the beginning. bill, what are we looking at right now? >> south carolina is really my big concern with the ice. that's the historic portion of this. you know, the snow in charlotte happens every now and then, same with columbia, south carolina, right up to the richmond areas, but the players are on the board. so far we've been dealing with storm number one down in the gulf. what's really going to amp this up is when storm number two, which is now diving through missouri, meets up with number one later tonight. that's when it's going to become our nor'easter and the two storms begin to merge. we have warnings from louisiana all the way up to vermont, about 83 million people impacted, but right now, the worst of it, and power still going out in areas across south carolina, augusta, to columbia. so far you've had a lot of snow and sleet, avoided the freezing rain, but aiken, carolina, a lot of pictures of downed trees right now, same with the augusta area. even myrtle beach, all morning long, temperatu

bill karins, thank you.go straight to washington opinion a party line vote in the senate will send to the white house a clean bill that increases the nation's borrowing limit. president obama is expected to sign it later today. however, rival factions of the republican party clashed yesterday as mitch mcconnell and john cornyn ended a ted cruz filibuster to block legislation. they said without spending cuts they wouldn't allow the debt ceiling raise with a simple majority vote. like tuesday's vote that passed the house, it was the party's leaders who pushed the bill through the legislative process. no republican was willing to cast a critical 60th vote to end the debate and others saying they wouldn't vote yea without the leadership's backing. mcconnell and cornyn rallied the floor. they are facing tea party challenges in this year's midterm elections. in the end, their gamble paid off with 12 republicans joining all 55 democrats to end the filibuster by a procedural vote of 67-31. senator cruz did not hide

let's bring in bill karins. bill, looking at the map behind you, that's the wind chill. >> now our attention's going to focus with what these people have to deal with next. as we mention, latest number up to 700,000 people in pennsylvania without power. there's a couple thousand people in arkansas and here and there throughout much of kentucky, also new jersey's got about 100,000 people and this cold air mass is following this storm. just imagine, middle of winter, you lose power, then it's going to get very cold. a lot of people if you don't sleep next to the fireplace or don't have one, have to leave their houses. that's a lot of people waiting for power to get turned back on. think of the power crews, as well, wind chills in the single digits trying to put power lines back up, not fun. still about 70 million people under the winter storm warnings. they are starting to end here. a lot of the storm is over with new york city westward, kansas city, about nine inches, indianapolis seven, hartford six, new york ci

let's bring in nbc meteorologist bill karins with more.ill, i'm obsessed with our weather pals over at the "washington post," called the capitol weather gang, and they're trying to figure out -- it's fascinating to watch, how why these snow forecasts are all over the map. we could get three inches in the mid-atlantic or two feet. but explain -- >> d.c. is tough. my buddy, doug cammer, he's down there stressing out, and on the east side of d.c., where the sleet is earlier, you could get 3, 4 inches. if you go to the west side of the belt, especially up into the hills, you could see a foot of snow. when it's right in the middle, the stripe is over the d.c. area, it's very difficult. because the worst of it is now -- this is just a classic ice storm. this is like a textbook, they'll teach this with the cold air from the north, the moisture from the south. i mean, south carolina and georgia, right now, especially central georgia, it's not pretty with the ice. up to an inch of ice. picture a tree limb with an inch of ice on it. the power outage

we have nbc meteorologist bill karins with the update. bill? >> already up in portland, maine. drive five more hours, ron, and you'll be in a blizzard come saturday night, into sunday morning, because that's what's heading for maine. that's about it. the storm, the next one, unbelievable, isn't it? four, five storms in a row. this is the next one, it snowed this morning in des moines, now snowing north side of st. louis and it will head toward indianapolis and louisville and lexington. just enough to make it difficult for the drive home. now the big storm, this is the nor'easter, that's huge, as big as it gets. this is a much smaller storm and moving quickly. the path is going to dive to the coast and then once it feeds off the warm waters here in the gulf stream, it's going to explode and become its own little nor'easter, but it's going to develop so late in the gulf of maine, it's not going to have blizzard effects or huge impacts from hartford southwards or providence southwards. three to six inches, boston. portland, where ron was, maine, 12 inches, bangor about 12 inches,

bill karins joins us now. seeing the worst today and where are we going to find a warmup? >> this isn't a big, huge storm, but all over with new york city to d.c., still a little snow coming your way in the boston area, though, expect roads to be treacherous for the afternoon. still a little bit of snow left going across upstate new york, but in general, this was a minor event compared to some of the snow events we've seen this season. as far as the boston area goes, already snow north on the 495 loop. throughout the day, that's where the worst will be, up around manchester, that's plowable, but really the basis we're getting to, the annoying factor of the snow. done in new york city. one inch in central park, now officially the seventh snowiest winter ever in new york city. 19 inches to go for the record. areas like indianapolis have seen the fifth snowiest winter on record. here's the snow depth around the country. we only have 34% of the lower 48 covered in snow, but it's a deep snow pack through new englan

monday morning forecast from nbc meteorologist bill karins. >> i heard you say you wanted snow. >> ifebruary. >> another mini snowstorm. it's amazing. it's cold, it snows. it's cold, it snows. the southern half of the country is enjoying a warmup. we're not getting that yet. wind chill in buffalo, minus 12. zero in boston. minus two in green bay. we can't catch a break in this region of the country. what a brutal winter it's been. we have winter storm warnings from minneapolis to chicago. the next winter storm is taking the same path so many have already from minnesota right through southern new england and that means the same area is going to get snow again. if you're driving early today, already snow is breaking up in minnesota. icy/wintery mix across iowa. chicago not yet. the worst of it for you. travel will be very difficult and very slippery on the roads. how much snow are we talking? not a blockbuster event. we're adding this on top of a snow pack. that's like waist high in many areas. detroit to pittsburgh, maybe even d.c. to philadelphia to new york. especially north and wes

bill karins will have details on this in a minute. chuck hagel says the nation can't afford a military being smaller than before world war ii but only if it keeps it's technological edge. tracy potts is live in washington. will the army be able to respond as quickly in a time of crisis if it's smaller? >> well, yes. but the issue is if there's more than one controversy, more than one arena where we need to respond, that could become a problem. what the military says is this, they want to keep enough people on hand to defend the homeland and fight one war at a time. the army would lose up to 80,000 soldiers though special operations forces would grow. the f 35 would replace slower machine expensive a-10s. drones would replace the spy planes and army training helicopters could be retired. >> we must innovate and make difficult decisions to ensure that our military is ready and capable. >> reporter: they would have to use 1% pay rising toward housing and other subsidies being cut. >> we're trying to solve our financial problems on the ba
