. >> and i'm kris sanchez. thanks for being with us. investigators in san jose are trying to find out what sparked a fire near a propane farm. >> it broke out last night around 280 and 6th street on the other side of the interstate from san jose state. crews had to shut down the interstate and evacuate the neighborhood for a while. investigators say the fire started outside of that propane depot and quickly made its way towards dozens of tanks. >> we could smell the propane and hear the propane coming out of the tanks. there was a high concern that if all of the tanks caught fire or then exploded, it would be like a large explosion or bomb in the heart of the city. >> crews managed to stop the flames before any of the tanks exploded. some of them did burn. >>> a nice weekend came to an abrupt halt after people were hurt and one person killed in a sudden lightning storm. a 20-year-old man was killed after being struck by lightning in venice beach. the bolts touched down in the middle of the afternoon yesterday when the beach was crowded.

"today in the bay's" kris sanchez joins us live. kris, apparently not enough people are conserving water. they may crack down. >> at least on the outside of our homes. the state water board is considering now mandatory restrictions because the voluntary restrictions don't seem to be doing the job. the state water board recognizes at this point inside our homes, folks are doing what they can, installing low flow toilets and those low flow shower heads. again, the focus is on the outside. the board is considering now fines of up to $500 a day for people who water their front lawns, we lawns, wash their cars without -- with hoses that don't have a shutoff nozzle or folks who have fountains or other water features that don't recirculate. a spokesperson for the water board says don't count on a free pass. >> this situation is severe, so they may be more inclined to give you a ticket or fine after your first warning. it's a touchy subject. >> reporter: it's a touchy subject because the state is also hoping that neighbors will help each ot
