bill: leland vittert live on the boardwalk in daytona beach.what are your conditions like? >> we have the surf picking up here. the winds have been 15-20 miles an hour. there was a squall that came in earlier with some rain. but the conditions are expected to deteriorate. you can see some of the beach erosion on sebastian inlet. you see the board up homes and buildings right here on the water. this is a barrier island. a mandatory evacuation was put in place at 8:00 a.m. 1.5 million people are being urged to leave and leave now before the conditions get to the point where you can't be on the roads. so the florida governor saying this is a killer storm. floridaians need to take this seriously. people need to understand places like sebastian inlet where that storm is expected to really hit with a category 4-type intensity. if you are stuck on a barrier island, emergency personnel may not be able to get to you if the conditions are too bad. other than that we have airports and the flights closing at 10:30. but again at noon, at that time, the flig

and we are starting with leland who is in daytona beach right now, it looks like the wind has been picking up. >> certainly since you and i talked around noon. also the surf has picked up. there is also more people here out on the beach hours before it comes ashore. and the point you made about it being a decade from all of those storms, people are worried about the police, and they say there is 2 1/2 million people who don't know what a hurricane is because they have moved here after the last major hurricane. everyone else is complacent. business owners taking no chances. you see everything here is bored up and that is because of the storm surge. that is when you get flooding here in the first couple of blocks, but all of the way in to the intercoastal water way. fuel lines are significant. a number of gasations are out and closed now. people are being told to have three days of food and water on hand. it is a difficult thing to do and now we just wait for four or five hours until the bridges close, the sun goes down, and the storm hits. back to you. >> governor scott says it's not a matt

leland, how bad is it? it could be a lot worse, stuart, especially out on the beach which is two miles that way. everybody has been forced off the beach as pam bondi is saying. they can't make you leave but the weather can make you want to leave. that happened with us. the winds are so strong 200 yards out that way, there is no way to get back into safe haven, into the safety of the land when we're here right now. winds i estimate probably 20 or 30 miles an hour, maybe a little bit higher, gusting to 50 or 60 just down here on street level. a little bit higher, obviously much, much stronger. it comes and goes in squall lines. we're getting what the police chief of daytona beach says is the tough part. he said if it is not a matter of if people will die in the storm but when. we saw a lot of people really risking it out here, stu, as the water keeps rising not only the storm surge but flooding. water is already up thigh high, people are trying to drive you through with sedans. police and fire department effe

. >> leland investigators is live in daytona beach.he sun out here behind you. >> reporter: the sun is out and it certainly is a nice day in daytona, a nice day to clean up. as the governor pointed out, there are a lot of dangers. a number of those puddles of standing water are rectified by the downed power lines and can be deadly very, very quickly. there's a lot of other dangers. take, for example, this one gas station behind us that was destroyed by hurricane matthew. not only do you have everything here, it threw off hundreds if not thousands of pieces of sheet metal like this all with razor sharp edges. imagine driving over that. speaking of driving, most of the big roadways, a 1a and atlantic avenue field with debris, sheet metal, siding, and also a number of boards we saw with nails sticking straight out of them. further north, 20, 30, 50 miles as you get up to st. augustine, massive flooding there. of course, the cleanup has to begin once the water recedes. one of the big dangers after these kinds of storms is the high water. p
