you are waking up to a rare morning in the bay area. >> matt keller live in the santa cruz mountains.t, what does it look now that the snow is back? >> the snow is back, coming down heavily here. you can see, it's nice to hear from alexis saying everything is clear on 17 because the sfo is sticking on the ground. we've been seeing the snowplows coming through here. i'm seeing caltrans just up the road here on 17 starting to move. so they will be coming through and plowing. they have been doing that all morning long as the snow has really just picked up in the last three, four minutes here on highway 17 at the summit. can you see people are taking it slow. chp also pacing people, making sure that people are taking it slow. obviously a lot of people enjoy this. this is really beautiful and it's rare up here in the santa cruz mountains. it happens every once in a while, but not too often. a lot of people up in the mountains are enjoying this. the commute, of course, is going not people are able to drive it safely. as you can see it's starting to accumulate on the road. this is probably t

matt keller is there. matt, there's homes being evacuated? what's happening? >> reporter: we're here on glacier drive near cherry avenue. it's right behind ross creek and the concern is about ross creek flooding into these homes. you see one at the door. knocking on doors, waking people up. they're being advised to evacuate. some people saying they're leaving. they're going to go to a willow glen community center. it's open for evacuees. we've heard people say they're going to monitor and stick it out and see what happens. obviously, ross creek is an issue this morning. i just checked with the national weather service and saw that it is above the action stage but below the flood stage. they're concerned about it getting into the flood stage and coming into the homes. we're hearing courtyard court as well. we're checking to see about different neighborhoods here in the willow glen neighborhood and then also on my phony got this alert. says the national weather service issued a flood warning for the area. residents along the guadalupe river area from willow glen

reporting live, matt keller, abc 7 news. >>> thank you, matt. we want to go over to reporter amy hollyfield live with a look at conditions in marin county. amy? >> reporter: good morning, reggie. we're driving right now to get a sense of what it's like out here for you. it has been raining for hours. check out the conditions here. we have hit some standing water as we've been driving as you do want to be very careful as you head out. we are northbound on highway 101. we are headed to santa rosa to check out the area there. we have heard of issues there. including this mudslide. this happened on mark west springs road in north santa rosa. they did clear the rocks and the debris out of the way. so the road is open. but the ground is so saturated from all of the other rains that we've had this season. officials are worried that they will see more slides like this one that rained all night long in santa rosa. officials expect to see some standing water and flooding in city streets. they want to put out a warning that you should not try to drive thro

matt keller live for us at the san jose diocese. matt? >> reporter: reggie, last year, the san jose diocese named herman toro one of 15 priests credibly accused of abusing kids. now he's facing a civil lawsuit as well. take a look at his booking photo from when he's a sex offender. this is from the megan's law p toro was first convicted of sexual misconduct and registered as a sex offender in 1983. he was working in -- he worked at several parishes until he was permanently banned from ministry when he retired in 1990. mercury news reports a lawsuit was filed alleging he sexually assaulted a minor on five separate occasions between 2011 and 2016. he's 91 years old. he was charged with six counts of committing lewd acts on two girls between 2011 and 2015. no word on if the girl in this lawsuit was also one of those alleged victims. the mercury news says the civil lawsuit does not name the diocese as a defendant. f this comes as pope francis called 200 global church leaders to the vatican to address the clergy abuse scandal. the four-day sum

matt keller is liefr there for us this morning. matt?reporter: good morning, jessica and reggie. one lane of westbound traffic here on geary boulevard is open. that was not the case yesterday. so traffic is moving well. each got buses going that direction as well. but parker avenue is closed as all of this while the ntsb has arrived into the city for its investigation. a go team from the ntsb arrived last night washington to observe the wreckage. the ntsb says it's early in the investigation but they will begin interviewing witnesses this morning. they'll be collecting perishable evidence, including a section of the pipeline, finding out about the training of the workers and what happened at the time of the explosion. >> they do have a lot of damage to the buildings. but what could have been worse is we could have suffered a lot of losses here that we have in other incidents. thankfully, we understand that did not happen. granted, buildings are lost and homes destroyed and that's significant. it could have been far worse. >> reporter: th

matt keller is there now. matt? >> reporter: hi, reggie and jessica. we're walking on minnesota avenue. there's a lot of activity in this neighborhood. we've been hearing police officers going door to door knocking on the doors and advises people to evacuate. the guadalupe river is on the other side of the homes here on minnesota avenue. that is the big concern. this area here from willow glen way to the south to atlanta avenue to the north has an evacuation order. the national weather service issued a flood warning for this area. city of san jose spokesperson told us that they haven't seen any flooding. but they are -- likely i am nebt. they send out e-mails and alerts and text messages to people in english, vietnamese and spanish to this area letting everybody know about the evacuation orders this morning and then the police officers are going door to door knocking on doors because they're waking people up just to let them know to get out just in case the guadalupe river ends up flooding. bee were over there by the guadalupe river where you could act

that's where matt keller has been all lorng. hi, matt. >> hi, reggie and jessica.t has been snowing. five, 10 minutes ago it slowed down significantly and stopped. look at the powder that accumulated here. this is highway 17 behind us. as i take my photographer ian you can see behind here it is slow. the amazing thing, there are no reports of accidents this morning. credit to drivers and chp pacing a lot of these vehicles as they have been going over highway 17 and caltrans who has been out here plowing highway 17, which has been very more because we've seen make big accumulations here for the snow this morning. in fact, take a look at this real estate sign that we have here. can you see it's covered and you've got all the snow here. i've got someone who is throwing a snowball at me from off camera. i've got to make a good snowbal. as you can see, you've got a lot of snow on the ground. a lot of people will be enjoying it. the good news is caltrans swept all of that and plowed it off the road. the commute is moving and it's moving pretty well, better than we expect

abc 7 news reporter matt keller talked with the woman's neighbor. >> the flames were big in san mateo just before 4:30 this morning. the front of this home on south humboldt street was engulfed by a fire. the neighbor watched from across the street. >> they start breaking down, water on them. >> when our crews arrived they found a heavy amount of fire coming from the front door and breaking through a front window in the residents. >> once firefighters had initial knockdown they went into rescue mode looking for a person inside of a bedroom. an 86-year-old woman was pulled out. firefighters did cpr but could not resuscitate her. she died at the scene. the red cross is helping them with food and housing. >> it's tough. it's very, very sad. we feel for her family. so sad. >> the fire marshall told me he doesn't have an update yet on their investigation. they're still looking for the cause. they're expected to be out here all afternoon. matt keller, abc 7 news. >> oakland teachers are set to go on strike for two days unless an agreement is reached with the school district. >> a new report

matt keller, abc 7 news. >>> thank you, matt. new this morning a foster city man is facing several charges including auto burglary after being detained by one of his victims. investigators say 22-year-old was caught stealing property from a victim's suv on bucknell drive late wednesday night. the victim confronted him and held him. officers searched his car and found evidence connecting him to several other thefts on the peninsula earlier that night. >>> improvements to affordable hosing projects, public pools, health clinics and schools in san francisco are delayed and city officials are blaming pg&e. according to the examiner, the san francisco public utilities commission wants to use its own hydroelectric power. they say pg&e is making unreasonable demands regarding the use of its infrastructure to transmit the power. the commission released a report that found 53 public projects are impacted, costing at least $4.6 million. pg&e says it's taking the city's complaint seriously and is working with the city to find common ground.

we want to check out now in the south bay with matt keller who has been tracking an ongoing situationtion advisories. those have since been lifted. matt, what's new there? >> reporter: about an hour ago we got the update that the advisory to evacuate has been lifted and everybody is allowed to go back home in this neighborhood. we're at the bridge here at al ma avenue just behind the elks lodge. you can see it's just below probably 14 feet right now and it has been receding this morning. obviously the concern is less and less as the water continues to go down and down. i talked to a spokesperson with the san jose emergency operation center and they told me that they say the river and creek levels have crested and noticed that they're going down all around. that's why they lifted that evacuation order. nearby at the elks lodge, 20 owners of rvs pay to park there, and maybe a handful of them decided it was smart to evacuate. police came at around 4:30 to tell them to leave. you're talking about minnesota avenue, willow glen way, all the way to atlanta avenue, all those neighborhoods, po

matt keller live at the san jose diocese. matt? >> reporter: reggie, the san jose diocese last year named him as one of 15 priests accused of abusing kids. now he's facing a civil lawsuit. take a look at his photo from megan's law website. according to the san jose mercury news, he was registered as a sex offender in 1983. he was working at our lady starve the sea parish in -- he worked in several parishes until he was permanent lip banned from ministry in 1990. a lawsuit was filed last week alleging he sexually assaulted a minor on five separate occasions between 2011 and 2016. he is 91 years old. he was charged with six counts of committing lewden. no word on if the girl was one of those alleged victims. mercury news says the civil lawsuit does not name the diocese as a defendant. all of this as pope francis called 200 local church leaders to the vatican to address the abuse scandal. the summit will address their legal responsibilities, accountability to protect kmirn and transparency. it ends on sunday with a mass and a final ad
