police in santa monica arrested a heavily armed man who said he was making his way to that parade. more now on the investigation. >> reporter: santa monica police are working alongside the fbi looking into the motive of james howell of indiana. a man arrested close to the l.a. pride parade route early sunday morning. in his car, they found an arsenal. lieutenant larigues. >> officers immediately noticed there was a rifle in the seat of the car which led to a further investigation at which point we recovered additional firearms, high-capacity magazines, officers did find some chemicals that could have been used for an improvised explosive device. the suspect did make an initial statement to the effect that he was going to go to the pride festival. beyond that, he did not make any additional statements saying that he was going do anything further than that. >> as we march in the streets today under gray skies and as we take a moment of silence to grieve together before the parade begins, our hearts will be heavy, but our resolve will be strong. >> reporter: cbs news, los angeles. >>>

and then in june of 2013 going back to then, santa monica community college, again an ar-15. again in 2012 the century movie theater in colorado, again an ar-15. when you look at all these events, there seems to be a common thread of the weapon of choice. we don't know at this point based on the witnesses who were, of course, scattered and running for their lives, of whether this was a semi automatic, boom, boom, each time pulling the trigger, or whether it was an automatic. now, an automatic weapon is illegal. however, the ar-15 can be legally modified with what's known as a bump stalk. that's the stalk of the weapon right here. when you pull the trigger, it creates a little bit of a recoil. it's like a shock absorber. when you wrap your finger around it and pull it, it creates the back and forth motion and creates what essentially is a legal machine gun. one of the things the authorities will be looking at is how the weapon may have been modified, and the deadly nature of somebody buying the weapons very close to when they used them and the amount of ammunition that was pur
