ktvu's tara moriarty joining us live in the sunset district to show us how a nearby restaurant was affectedby all of this. good morning, tara. >> reporter: well, good morning. we're at 46th and judah. it appears that a nearby restaurant right there on the corner, some folks were eating. there's a lot of food on the table. they probably had to basically get out of there whenever the san francisco police department said that they were gonna be blowing up this device across the street. if you take a look over here, you can see the trajectory of all of the glass as it actually -- the explosion happened all the way on our side of the street, but you can see it blew the truck window out there and also the stucco came right off the front of that house right there and there was a fire on that upper level. and then if you pan over here to the left, you can see that the corner store also sustained some damage. the people next door in that house found what they thought might be old explosives. the homeowner recently died. his family was clearing the place out when they stumbled upon the devices around

ktvu's tara moriarty joins us live from oakland with what a judge has decided. tara? >> reporter: well, you know what? emotions are still running high in this case. the parents of jahi, they sat in the front row. they were clearly emotionally exhausted but fighting still for their father. for the first time we saw -- daughter. for the first time we saw the hospital attorney break down a little bit. the two sides were trying to hash out the issue of jahi's transfer out of the hospital. the judge denied the request that a doctor from per children's hospital perform a tracheotomy. jahi's family attorney said it was not a setback today, he said the steps to ensure that the 13-year-old will be able to be transferred to another facility are more clear. he said the procedures will have to be done once jahi has left children's possibly being transferred out by ambulance. >> it may be ideal to do it at or near the facility of transfer because the fewer times that jahi has to be moved, the better. she's been without nutrition with over 24 days. that's critical. >> reporter: chi

ktvu's tara moriarty joins us from the scene to show us the extensive damage. good morning, tara. >> reporter: good morning. this looks like a deadly crash but miraculously it was not. the driver apparently allegedly drunk walked away with only a bloody nose. this car is the one he was driving. this is the silver car you can see here. it's completely mangled u underneath it, a classic 1966 mustang that the opener was keeping here for storage purposes. let me show you exactly the path of this car. we're here on grove way. this is near western boulevard just south of the 238/580 split. if we kind of come over here, this all happened around 2:30 this morning. you can see that the tow truck is here on scene. they will be taking away several cars. take a look at the damage. this is all of the glass and debris that the car hit on its way. it tore through this front yard here. took out a couple of branches from the tree, tore up this whole -- all of the glass, everything. and this bmw that's sitting in the driveway over here, this also sustained some damage. and then i

tara moriarty is in oakland right now to tell us about those settlement talks today. good morning, tara. >> reporter: good morning. in three hours attorneys for both sides of this legal battle will be meeting here at alameda county courthouse superior court and they will have a settlement conference and two hours later they will head over to federal court. we are not sure exactly what this settlement conference is regarding. we do know this is the same judge that issued a temporary restraining order. barring children's hospital from taking jahi mcmath off life support in in federal court the judge will hear a request for an order requiring feeding tubes to be installed so the 13-year-old can be moved to another facility. jahi's parents want the judges to order childrens to insert a feeding tube. they also want a tube that almost make it easier for her to breathe. jahi has been on life support since december 12th when doctors pronounced her brain dead. children's officials say they will not insert the tubes because they have no legal obligation to operate on the body of

ktvu tara moriarty is joining us live from san francisco. you've been out asking people if they are ready to start cutting back on water. >> reporter: yes. many of them said they are willing to conserve. frankly a lot of them have already started to conserve. in three hours the governor again expected to declare a drought emergency. many say its about time. we are already in a drought. frankly the future looks rather bleak. according to computer models, federal scientist says we can expect this dry spell to continue for another three months. long range forecast are not as accurate as short term ones. they have proven to be true about 60% of the time. still the federal government has classified most of the golden state being in an extreme drought. and we asked people if they would be willing to conserve. >> i already pretty much ration. i don't use a lot. cut the shower when i can. don't leave the water running when i brush my teeth. that sort of thing. >> reporter: this official declaration of drought it is important as a public relations to

tara moriarty has just arrived on the scene. tara, what's going on there? >> reporter: well, it looks like s.w.a.t. teams are just getting ready to pull out. if you take a look behind me, we're at third and kirkwood. there's the liquor store called the star market. around 6:00 this morning, we know that s.w.a.t. teams were actually sawing the metal gates off the entrance to try to get inside. we don't know exactly what they are looking for. we did speak to police but they are remaining pretty tight- lipped about everything. you can see the bus that the -- the train going by here, muni, initially the t had been shut down for some time for about an hour. we're told all trains and buses are up and running. now, again, we don't know exactly what they were looking for but it appears that there were two s.w.a.t. teams and both of them are now -- one of them has left. the other is in the process of leaving. now they are beginning to comb through the market looking for whatever it is that they are looking for. as soon as we get more information, we'll pass it along

ktvu's tara moriarty is in daly city now talking with neighbors of the suspects. what are they saying, tara? >> reporter: well, neighbors say they've seen people coming in and out of the house where the man lives. but they don't recall much about him. one man says he remembers the family moved in one year ago and there were three women living there in their 20s. the fbi says he called the daly city police dispatcher two days after the fire and used a chinese-mandarin translator to let police know he did it because he heard chinese voices in his head and the consulate had to be involved. agents say, this is video of the scene. neighbors say police swarmed the house on friday and they can't believe it. >> i've seen people come in and out of the house. younger than me. i'm surprised. i was kind of shocked. >> reporter: agents say fang told him he tried to burn his passport to ignite three containers filled with gasoline but used a lighter instead. the fbi does not believe the crime was motivated by terrorism, politics or civil rights issue and fang has not been releas

ktvu tara moriarty is there in the neighborhood to tell us what is happening there this morning. >> reporter: a couple of minutes ago we saw family members. we believe they could be the grandparents pull up in the home and go inside. we understand this is a multigenerational home. the people who live there are quiet and keep to themselves, so they don't know them very well. but they had seen the boy outside with his dog from time to time. last night around 7:00 police were called to the represents of the 1300 block of yosemite circle in oakley. they found the boy suffer from a gunshot wound and pronounced dead by fire crews. the boy accidentally shot himself while handling a gun preliminary investigations show. neighbors were in disbelief. >> he was a quiet kid. we went to his birthday party one year. he seemed perfectly fine. a happy guy with his dog all the. >> reporter: the boy's name has not been released. the sheriff's department is handling the investigation. we have been in touch with them and we are hoping to hear back this morning and will pass along any updates to you. l

ktvu's tara moriarty joins us live from where the mauling occurred. and tara, you say there is a warning for those who live in the area. >> reporter: that's right if you see a white pit bull running around, you should call 911. it is considered aggressive. it was one of two dogs involved in an attack here near this homeless encampment that you see. animal a control is patrolling the -- control is patrolling the park. in addition to the police officers. the attack happened at 25th and lincoln way. a man with two pit bulls dropped his dogs with with people at the stamp and went to go do some grocery shopping. while he was doing the dogs started to maul a man. >> we heard some screaming. my neighbors and i were looking at that. we basically just grabbed what we could. i called the police before i entered the park and saw the whole thing happen. >> reporter: police shot and killed the black pit bull but the white dog got away. the man who suffered several bites was taken to the hospital and is expected to survive. a second victim who is trying to help was

ktvu's tara moriarty join us live from the city with a new 90-day weather forecast for california from the national weather service and i'm betting it doesn't look good. >> reporter: no, it doesn't. they are expecting the dry spell to pretty much linger for another three months. that's based on information from computer models as well as buoys out in the pacific ocean. these long-term forecasts are not as accurate as short-term ones. they tend to stick 60% of the time. the picture is looking bleak. governor brown is expected to declare a drought emergency here at 9:00 this morning in san francisco at the state building. the official drought is important, to increase awareness among residents and perhaps federal officials who could accelerate the relief efforts. the governor has shied away from the decklationration in weeks -- declaration in weeks. >> at the end of the day, if it doesn't rain, california is in for real trouble. the governor's declaration can't make it rain. we all know that. >> reporter: brown managed drought in the late '70s when he was governor before. at that time, i

ktvu's tara moriarty says the police appear to be narrowing the search for a suspect. tara? >> reporter: well, a half-hour ago, officers wrapped under what's called a cold show in a nearby alley. that's where a witness will sit in a patrol car and a roid out suspects one by one -- parade out suspects one by one. we saw them bring out one latinawoman and two latino males and held up a red jersey to help identify. so the person responsible never left the building. there were a dozen patrol cars. police fielded off every exit. this unfolding before 3:30 this morning in an apartment building off market and okay tavgia streets. >> a 911 caller -- octavia streets. >> a 911 caller said there was a body in the lobby of the hallway and we responded and found a person stabbed to death. >> reporter: the coroner has removed the body. we're not sure how many times he was stabbed but there's obviously a lot of blood in side. the victim is from san francisco. we're not sure if he lives here but the police are trying to get ahold of his family before they release his name. tara moriarty, kt

tara moriarty is live in the newsroom.new details about the agency getting a closer look at this case. >> good morning the fbi and federal prosecutors are reviewing allegations against the penn state student who graduated from a high school in belmont last year. this is the criminal complaint against vladislav miftakhov. his roommate calls him a dumb and crazy kid who was bored and inpussive but not necessarily danger. vladislav miftakhov faces charges for possessing a weapon of mass destruct. he was arrested when police came looking for marijuana and found in a suitcase bomb making materials. classmates say they can't believe it. >> he was -- he stayed quiet. never raised his hand. had maybe like one or two friends. never was outspoken. vladislav miftakhov's family moved to san carlos a few years ago and lives about a mile from this high school. investigators say vladislav miftakhov admitted buying the materials online and said he wanted to blow things up. but what things and why remains unknown. authorities believe the t

tara moriarty, in the neighborhood where it happened to talk about -- more about what led up to the shooting. tara? >> reporter: well, the suspect had a gun on him. officers say they noticed it while the police dog was attacking him. so that's -- they say that they were forced to pull their guns. now, this all happened last night around 9:00 at night on wentworth near international boulevard around 9:00, officers say the chp pulled an suv over, a passenger got out of the suv and ran and then police let the dog chase after him. as the officers followed, they saw the suspect was armed and that's when officers say they were forced to pull out their guns and shoot. the two officers tried to revive the suspect on scene but he died. the driver then sped away in a newer model silver toyota with red and white paper plates. we spoke to a neighbor who didn't want to appear on camera. he has noticed an increased chp presence ever since oakland police brought in the chp to help patrol. >> they are looking for drugs, weapons, probation, no license, whatever they can write up. this is oakland. you are bou

tara moriarty is in oakland now to tell us about those settlement hearings and talks today. od morning, tara. >> reporter: well, good morning, yes. there will be two court appearances. the first at 9:00 at alameda county spowr court. that's for a settlement conference and then they will head over to federal court at 11:00. that's where a judge will hear a request for an order requiring feeding tubes to be installed so 13-year-old jahi mcmath can be moved to another facility. jahi has been on life support at children's hospital of oakland since december 12th when doctors pronounced her brain dead. she suffered complications from a tonsillectomy. a hospital spokesperson says to date her family has been unwilling or unable to provide a physician to perform the procedures necessary, transportation or a facility that would accept a dead person on the ventilator. our hearts go out to them. family member attorney chris dolan accused of hospital of being hell bent on ending jahi's life. theirs say there's no chance -- doctors say there's no chance she will come back to life but the f

i'm tara moriarty, ktvu channel 2 news. >>> 8:06. hearing set for today in the case of a 16-year-old boy accused of setting another teenager on fire. richard thomas has been charged with a hate crime with the attack on sasha fleishman in november on an a.c. transit bus in oakland. fleishman was wearing a skirt at the time of the attack. he suffered second and third- degree burns. thomas is charged as an adult but his lawyer is arguing the case should be moved to juvenile court. >>> the antioch man charged with kidnapping a 7-year-old girl will return to court on february 26th. 43-year-old david douglas pleaded not guilty yesterday. he's accused of following the girl and her mother from a walmart and then abducting the child earlier this month. the child was found hours later inside his car at the antioch marina. douglas remains behind bars on $7 million bail. >>> a golf pro from livermore accused of child molestation is facing new charges this morning. prosecutors say a third child has now accused andrew nizbit of sexual abuse and sh

tara moriarty is joining us now from the bay bridge toll plaza with more on the deadly night. tara. >> reporter: good morning. we have seen a steady stream of cars go in and out of san francisco all morning. i know when i first came to work probably around 2:00 in the morning the bridge was absolutely packed. we have seen a lot of chp out and about this morning. we want to bring your attention back to an accident that happened in oakland. a deadly accident off 580 westbound at the park boulevard exit. the road was shut down there and the onramp for two hours early this morning when a silver car sideswiped a white suv. the suv flipped killing the female passenger and the male driver who had not been drinking was transported to the hospital with minor injuries. no word on whether the driver of the silver car was ever caught or if alcohol was a factor. now in a remote area of west marin county they are trying to determine the cause of a deadly new years eve crash. the car landed in the water after a roll over accident. the chp says a passenger was killed when the car flipped over

live from san francisco i'm tara moriarty ktvu channel 2 news. >>> time is 5:05. investigators think transepts at a homeless camp may have started yesterday's fire on an island in antioch. the smoke was billowing over antioch. three homes were destroyed. at least 40 acres burned. no one was hurt but four people did evacuate from this. neighbors battled those flames until firefighters got there. >> we lost a riding lawn mower, generator, our generator shed, our water tower tank and everything. but the cabin itself is still there. >> coast guard helicopter was sent in to fight the flames. fire was finally knocked down around 9:00 last night. in the meantime the bay area fire danger still very high because of warmer than normal temperatures and those gusty winds. a red flag warning is in effect until tomorrow morning at the north bay mountains and east bay hills. it is very rare to have a red flag warning in the middle of january. but the firefighters say the lack of rain has caused the brush to be very dry and the conditions we normally see in september and october
