yasmin. >> tracie potts for us. thank you. >>> first daughter and assistant to the president ivanka trump can now add model to her current title after she was seen on this billboard in philippines promoting a new trump tower in manila. the timing is disconcerting after the president engaged in a call to president rodrigo duterte. a call the white house characterized as a very friendly conversation sub subsequently inviting duterte to the white house. according to the associated press and other news outlets the move immediately sent shockwaves with agencies and human rights groups across the world. the philippine president has a history of human rights abuses with the death of 7,000 people in the war on drugs. at one point he even admitted to throwing a man out of a helicopter. nbc news has reached out to the white house regarding the use of ivanka trump's image on that billboard in the philippines. but has yet to hear back. >> people hurt and one killed after a gunman opened fire in a residential pool in san diego.

we're joined by tracie potts. is a guarantee of pre-existing conditions is actually in the bill from what you've seen? >> reporter: you heard what the president said. the issue is not so much as how but where those conditions may be covered. there's an effort going on here for states to be able to opt-out of some of these pre-existing conditions and some of the other things that were guaranteed under obamacare. that's the sticking point. while you're covered in one state you may not be covered in another state. you saw the president to begin to be pressed on that. we'll see some of that come out. we're expecting there could be a vote on health care this week. this time they need to bring some democrats along into make that happen. it fell apart the first time because they could not. the president is saying he wants to see this happen, democrats are saying they won't even come to the table if the idea is to replace and completely repeal obamacare. >> it's becoming more of a state by state issue. tracie potts, thank

news4's tracie potts is live on capitol hill. tracie, good morning. wh t investigation? >> so, remember, flynn took the fifth saying he would not hand over documents? now, there's word that he will hand over personal document it's and some subpoenaed from a couple of his businesses. the senate intelligence committee wants to take a look at those documents and see if it can lend any investigation to their russia investigation. also now, michael cohen, president trump's longtime personal attorney, has changed his mind, saying he will testify before a congressional committee if asked in this russia investigation. they want to hear from him as well. they have been confirming that they've asked for a list of his russia contacts as well. initially, cohen said the request was too broad. but when they narrowed down, he agreed to testify. and there is a third trump campaign aide that on the other side, the house side, their investigation, they're asking to get some documents from him as well so this is ramping up. we'll see what happens when congress gets back. >> tracie potts li
