in d.c. you're looking at some of their faces right now. it's a problem that's put us the national spotlight for all the wrong reasons. late friday the mayor announced new initiatives to address the problem and help find these children. john henry asks will it be enough? >> reporter: d.c. thrust into the national spotlight. the mayor vowed to cut down on missing children's cases in d.c. tonight the community is reacting to that effort. these are the six new initiatives to keep the cities children safe. increasing the number of officers who work in the departments children and family services division. identifying more grant money to non-profits who work with run away youth and expanding the missing persons web page to include more information about all the children in the state who go missing. helpful. >> that's commander michelle dickerson. she says this shows d.c.'s leaders want to solve the problem. >> they're committed to helping the children of d.c. >> local advocacy groups called it a step in the right direction. but another organization said they would have like

john harwood now joins us in d.c. with the details. john?is is what they call the skinny budget that any new administration does. it's not as full as we'll see next year from the trump administration. but there's a very clear message here. donald trump has it in the opening of this document. he says a budget that puts america first must make safety of our people the number one priority because without safety, there's no prosperity. so how does he translate that? the core transaction in this budget is a $54 billion increase in spending on defense and a corresponding decrease in domestic spending. how does that translate? well, look, the pentagon budget goes up 10%. you've got increases in homeland security and veterans affairs. the losers in this budget are all the other domestic agencies, the traditional functions of government we've become used to. the environmental protection agency goes down 31%. state department, almost that much. agriculture, commerce, education, all of those have substantial cuts. now, this is not likely to be approved

joe: bloomberg chief washington correspondent kevin cirilli is with us down in d.c.y one after this repeal plan coming through from paul ryan, how is it going so far? are they happy with the rollout? kevin: well, i can tell you that the house freedom caucus committee chairman mark meadows, republican from north carolina, saying that earlier this afternoon, vice president mike pence was on capitol hill and said that this proposal was "open for negotiation." that being said, kentucky senator rand paul as well as senator mike lee, republican from utah, as well as representatives jim jordan, the former -- founder of the house freedom caucus, all lambasting this proposal, calling it "obamacare lite," saying it is not conservative enough. this represents a real challenge for president trump, as well as house speaker paul ryan, who has endorsed this plan, come out in favor of this plan, if they want to get this through. this is the first political fight president trump will have to referee between the tea party, more conservative wing of the republican party, and the modera
