mitch mcconnell had a very different lesson he learned from the midterms than kevin mccarthy. connell's lesson was the chaos did not work and he was using chaos as a stand in both for trump and the literal word chaos. what mccarthy and house republicans are doing this week only underscores the idea that they are going to represent messiness and dysfunction even as they try to spin it as this just being the way they will move forward on a patto governing. this is i think what it will be the next two years, showcasing two entirely different versions of republicanism in washington. yamiche: it is such a good point. carl, what do you think mitch mcconnell gets out of this? in some ways it makes sense what president biden gets out of it. carl: i will say first nothing brings politicians together like hundredsf io o projects. mitch mcconnell wld not like me saying this but he is nearing the end of his career and i think he is an legacy building mode and he wants to be seen as somebody able to work across party lines. he also was famously in the past a big person directing a lot of mo

i mean, mitch mcconnell, he gave up. he didn't -- he hasn't been outwardly critical of donald trump, but donald trump really does not like him and the reason is because mcconnell has said, now, he has a very different job in the senate, i understand very well the difference, but mcconnell has said i'm just going to do what i need to do on any given piece of legislation and when it comes to infrastructure he decided, i'm going to work across the aisle and get it done and it has made him so unpopular with the republican base. >> the word i think you're looking for is governing, right? mitch mcconnell saw what happened in the election and has conducted himself throughout the course of his career as a governing republican, but he also saw that as the mandate that came down from the american people in the fact that republicans didn't take the senate, they didn't have the big wave in the house, instead it was this more status quo, hey, guys, fix it, get it together and that's really -- i mean, jake you kept using the word bipa

to really understand what can happen here, let's go back to what mitch mcconnell told the washington post in 2011. the full quote said mcconnell said, i think some remember smith thought the default issue was a hostage you may take a chance at shooting. most of us didn't think that. what we did learn is this. it's a hostage that's worth ransom. the hostage metaphor here is apt. this is about people. these people's money, their social services, their retirements, their 401k's. a few years ago, that economist moody's found, another prolonged impasse over the debt ceiling could cause the yost economy up to 6 million jobs. it is wiping out 16 trillion dollars in the household wealth, and could send the unemployment rate surging. today, this was the advice that they gave to investors. it is there with ample press holdings. make sure that you've got some cash, keep it liquid, in case or a terracotta, me and all investments, and social safety nets can no longer be relied upon, because of a literal, republicans, stunt. a fabricated hostage crisis. the fact that establishment institutionalist

one pivotal figure in whatever negotiations or discussions may happen is mitch mcconnell. you were one of the great mitch mcconnell watchers in washington. what role might he play? >> well, think of the history that mitch mcconnell has with joe biden and i was just starting to cover congress more than ten years ago when then vice president joe biden and then senate minority leader mitch mcconnell, again the minority leader in the senate, were able to negotiate congress and were able to negotiate washington into three fiscal deals including the debt limit. so these were two men who are old friends. they get along despite the forces in their parties. and they know how to make a deal. i think there was one great anecdote back from 2012 when we were on the verge of another fiscal crisis where mitch mcconnell calls joe biden's office and said does anyone down there want to make a deal. and i think with kevin mccarthy's conference being what it is, pushing him to a lot of the hardline demands and maybe a speaker mccarthy who can't get his ranks together, the white house is reall

host: we some mitch mcconnell say last week that they seem to be staying out of it. guest: that's what he did in 2011 back when john boehner was there with the new house. they were intent on cutting the deficit and they wanted to pass a balanced budget amendment to the debt limit, it was much more ambitious than what kevin mccarthy is talking about which is a more modest cap deal on spending. i think mitch mcconnell is in the wings and if the house is unable to get its act together and unable to pass anything, there is a chance that macconnell in the end could pick up the phone to joe biden and try to craft a deal that they think may enough folks in the house would fix it up. host: you and others at bloomberg had a story published about the options that the government may consider when taking care of these issues so what's the genesis of this story? guest: a lot of folks have been talking about ways to bypass the house of representatives. it's very inconvenient with a house of representative that disagrees that you don't want to raise the debt limit. people are sayin

mitch mcconnell is not naive. he understands that him appearing alongside president biden is sort of a boost to the president as he wants to make the year 2023 about bipartisanship and contrast with a republican-led house that is largely going to be focused on investigations and it's ali -- was laying out, to dealing with their own internal divisions. i think it speaks to that divide within the republican party, mitch mcconnell has always been focused on doing what we can to retain or regain in this case the republican majority. i think he's sending a signal to members of his caucus but there are areas on popular initiatives like the unofficial hour you can show that he voted for, as mcconnell did, and take credit for it in his case. but also at times, there are gonna be clear examples where you want to establish distance with the current president. it's a very interesting visit. it all speaks to a very interesting political year ahead for this president. as he's also going to be focused on not just implementing t

also making history, mitch mcconnell will become the longest serving leader in history. he passes mike mansfield from montana. with a divided government incoming to day, it is a new day in washington. there will be a series of political battles that will loom over the new congress. the most pressing is over who will be the new speaker of the house. as we've been talking, it remains to be seen if republican leader kevin mccarthy has enough votes to win the gavel on the first try. whoever becomes speaker has to coordinate a new government funding bill. the omnibus that passed last year will expire in september. that means republicans and democrats will have to work together to avoid a shutdown then. under the last two democratic presidents, republican led houses have sparked shutdowns. this one might do the same. any deal could certainly complicate passing that vital bill. the leadership is making plans for the majority to investigate the biden administration. the likely chairman of the house oversight committee said the first two topics of investigation is on the boarder
