. >>> let's go back to julia ainsley. a very important story we talked about earlier this week, and new report that uncovered disturbing stories of the treatment of migrant children. these stories rocked the universe this week. you helped uncover them, shocking. kids held overnight with one child left in a van for over 30 hours. other children sleeping outside border patrol stations. now we know there will be action. what do you know? >> we now the house chit bennie thompson wrote a letter asking the health of human services and homeland security director to look into this that happened almost a year ago where 37 children waited on vans outside of a parking lot i.c.e. facility to see their parents. they thought they had a 30-minute drive that they were separated from their parents and instead there was nowhere there to process them and they had to wait in a van 30 hours. they want them to look into that specific incident and make sure something like this doesn't happen again, something is in place to prevent it. that is w

julia ainsley, and john sandweg. with you because i know you also have new reporting on this. what more can you tell us? >> craig, it's devastating but i can tell you that the inspector general from dhs has begun to look into this and we've seen heat rise up over the past 24 hours from both republicans and democrats on the hill. what's important to remember about this is these are children who are not supposed to be held this these facilities for longer than 72 hours. unaccompanied alien children, meaning they came across not with their legal parent or guardian but often they come with a grandparent or adult sibling. a lot of these children expect they'll stay with the family member. but under u.s. law they are not allowed to stay with that family member. they're supposed to be sent to health and human services where they get better care and then they're matched with a sponsor or relative to live in the united states. and health and human services vets those people, not customs and border protection. instead what we'

julia ainsley broekt ke both of these stories for us.t this reporting that revealed how the government handled these government situations. >> that's right, ali. so you talk about 39 hours. most of these children were there over a day. these were children taken from a health and human services facility to an i.c.e. facility at port isabel, texas, to be reunited with their parents. it was supposed to be a 30-minute drive. instead, they got there and i.c.e. was not prepared. they had staff clocking out for the day. not prepared for what is a pretty rigorous process to make sure each child is correctly matched with a parent. and these children were being flooded to this facility because the government at the time, if you can remember, was under a court order to reunify over 2,800 children that it had separated between may and june under that zero-tolerance policy. so we're hearing about this late. jacob soboroff and i got these exclusive e-mails that shed a light on this. but i think this is a lesson we still need to look at today, because

nbc's julia ainsley has that exclusive reporting.scribe these children in your writing as being caught in a sort of bureaucratic purgatory. what exactly is going on? and beyond the fact there's overcrowding, why? >> reporter: well, that's right. first of all, there is a huge influx of immigrants coming across the border and a huge influx of those are children. children who are counted as unaccompanied. that could me mean they come with anyone other than their parents. there was a case of a 1-year-old boy who came with his grandmother and was considered unaccompanied. he waited nine days in border patrol custody waiting to be transferred to hhs. that's a place with bedding, medical care, case workers who could have taken care of him. instead he waited those nine days and almost met his death. he had a fever of 105. these are the cases, his and other children who weren't as lucky. there have been three deaths of children just since december. those children, the border patrol claims could have been saved if they have been able to be tak

julia ainsley is working the story for us and joins me now. julia, what more do we know about these raids? >> these could target up to 2,000 people. these are mainly families who have final orders of deportation from a judge either for a court case they showed up to or did not show up to. oftentimes the reason the families stayed here is because they weren't priorities. in most cases these people are noncriminal. the only thing they have done illegal is coming into the united states without documentation. they could also go after people who came in as children unaccompanied and then turned 18. these are two areas the trump administration wants to go after in order to send a message to unaccompanied children and families who are crossing the border now. we also know, i can report now, ali, from sources familiar with the planning that this will target a large number of cities across the country. mainly large cities, some medium sized. it's easier for i.c.e. to go to places that are large cities because frankly they can target more people at once

julia ainsley is joining me and has been reporting on this resignation. obviously, all of these stories are swirling. but what right now is on the record about why the acting head of cbp is stepping down? >> it's really hard to separate it from the story that you just put out there. at this point, they're saying he's stepping down. but it's hard not to say that this is connected even though he didn't say that specifically. john sanders is someone who has, for his short time as commissioner, it's really only been two months as acting commissioner, he spent a lot of that time arguing for more money from congress saying that's the reason they have backups at the border. that's the reason for those bad conditions. over the last 24, 48 hours, as these reports have emerged and the response to it, moving children and then having to move them back, it's clear that it's not just a funding issue. it's a management issue. that, of course, goes to the top of customs and border protection which is john sanders. it's interesting, too, that this would be the reason why

in washington, nbc news correspondent julia ainsley.rren binford, who visited the clint facility as part of a legal monitoring team that raised red flags on the care children are getting there. warren, as we say, we don't get a chance to see through cameras and through tradition along means what's going on but you do. explain to us first, if i understand this right, there's this consent decree we always hear about from 1997 that affects the policy on the detention of minors and families at the border. you are part of a team that through that decree monitors these conditions periodically. you've been watching this over time. take us through what you've seen most recently. >> well, basically steve, what i've seen is something that would truly break your heart. it's something that would help you to realize that we are truly facing a moral crisis in the united states of america. i never imagined that i would see dirty, hungry, neglected children who literally are in the government's protective custody, and this is how we're caring for them.

joining me now, julia ainsley. this i think has stunned a lot of people. this, if i'm reading your reporting correctly is that the officials who have taken care of them have gone home for the night. >> when jacob soboroff and i started going through these emails, it stunned us too. what we found, i simply wasn't prepared for anything out of the ordinary. they were under the entire government, the trump administration was under a mandate to reunite these children. instead of staffing up to prepare for that, ice started clocking out. when these children showed up, there was no one there to do the painstaking work to make sure each of these children were properly united with the right parent. we know about these. children because of these emails, from what we're told, people who are responsible for big these children to the ice facility, the parking lot was full. there were other vans, other children who were waiting to get in and see their parents. this is in july after the separations had started in may. some of these children may not have seen their parent

joining me now, julia ainsley who's broken a number of immigration stories over the last year and a half. what happened in clint, texas, do we have any indication of, were they taken away and brought back, has the facility been changed? what's the deal? >> it was shocking, we heard this on a press call with reporters, even though there were 300 children moved out of that facility yesterday to tents outside of a border station, they were supposed to be air conditioned and better equipped, 100 were moved back because they decided they didn't have the space. some of the children may have been new arrivals, it's not one third moved from here to there to there. but there are unequivocally some children who are spending the night tonight in the place they wanted to escape from. it's hard to imagine they would have sanitized this place or made it sanitary. you heard all of this conditions, the lice, the flu, the stench. i can't imagine how that would have gone away in 24 hours. and what this reminds me of is some reporting from jacob soboroff about these children a year ago, who were going to b

joining us now is the president of international trade and government relations and nbc's julia ainsley covers the department of homeland security. these comments from mexico's foreign minister, what do we think the truth actually is here? >> i think there's a lot of truth in these comments, ali. we reported back in december when then secretary nielsen said they would start to screen asylum seekers and turn them back to mexico. that was a result of talks with mexico, but even then, mexico said there's no official deal. they started to roll that program out this year. there was an injunction in courts but it's been allowed to go forward while that plays out in our system. mexico in the meantime as said we are doing all we can. mexico actually deports many immigrants. it's hard as a child to make it back through without being deported. but as far as this deal on paper, that doesn't seem to be anywhere to be found. and another thing i'll point out is that the president may be able to claim victory because we are already expecting the numbers to go down in june. they do that about every yea
