news4's darcy spencer is live in arlington with the developing story. darcy?> reporter: erica, the bomb squad went into the building tonight and searched for hours. fortunately, nothing was found. everything has been cleared at this point. and all the street closures that were happening for hours this evening, they've also been lifted. everything back to normal. this all started with a threat from what they're calling an automated telephone call that's basically a computer call, saying there was an explosive device in the building. a detection dog did alert on something in the public library area of the arlington county police station and that's why the building was evacuated for hours this evening. that affected police, 911, and the sheriff's office. i'm told normal police operations continued. they went to a backup plan. how do you continue 911 operations without people in there? >> sure. so we have a backup location for our 911 operations. they are moving to that location at this point. so there should be no interruption into our 911 call center. >> reporte

darcy spencer is in woodbridge with reaction from the neighbors. darcy? >> erika, some very disturbing allegations that are outlined in the court documents we got a hold of this afternoon. first right here in the cul-de-sac behind me is where one of the suspects lives and neighbors were shocked when they found out about the raid and about the arrest that happened yesterday. let's show you a photo that was provided to me by a neighbor just a short time ago. giving you an idea of the police presence taking place right outside that townhouse here in woodbridge. now, the suspect, mohmousamin elhassan. joseph farrokh was trying to go to syria to wage jihad. at one point he wanted to kill and be martyred. he is a u.s. citizen born in pennsylvania. his friend was trying to facilitate a trip to syria and dropped him off at the richmond airport area yesterday so he could head to syria by way of jordan. but farrokh was arrested before he could leave. neighbors of elhassan say they never saw this coming. >> hard to believe something like this happened. this happened

darcy spencer shows up from upper marlboro, the crash closed several roads in that area. darcy. >> reporter: well, erica, like amelia said, it is a rainy, nasty night. let me show you exactly where we are. we're on the northbound lanes of route 301. you can see near the ramp area to go onto route 4, pennsylvania avenue. you can see state highway administration is here as well as maryland state police. we don't have a lot of information. waiting for an update from maryland state police at this hour. from what we've been told, this happened right around 9:00 this evening here in the northbound lanes of route 301. it won't out as a pedestrian fatality. we don't know why the person may have been out here. there really isn't anything in this area, any businesses or any residences in this area, so we don't know if perhaps the person had pulled over on the side of the road. that part of it is still under investigation. right here on 301, northbound is the only area right now that is shut down. traffic is getting by just fine on pennsylvania avenue. so, again, we're waiting for an

darcy spencer joins us live with what caused the wreck. darcy? >> we are live on spencerville road which is still shut down between good hope and new hampshire avenue. the scene is across this lawn and it's very hard to see now that it's gotten dark. let's show you video that we shot just a few hours ago. there was a car and motorcycle involved. they were both going in the same direction which is generally toward the direction that i'm standing. apparently the driver of the car was attempting to make a left turn into a driveway here and witnesses are telling police that the motorcycle driver apparently crossed the double yellow line to go around that car and that's when they collided right there at that driveway. the motorcycle driver was taken to a hospital where he later died and police are investigating to see if speed was a factor in the crash. >> we'll be out here and the road will be closed two to three hours while we measure skid marks and any other evidence they can obtain from the road in the vehicle to put the pieces together and find o

news 4's darcy spencer is live outside montgomery county's animal services division with more on how the dogs are doing. >> reporter: well, those animals are being cared for right here today. i'm told it took until noon today to give a health examination to each and every dog. investigators are still trying to figure out where did they all come from. in the yard, you can see what investigators left behind. shoe coverings worn as they removed dozens of dogs from this home on glen mill road in rocksville. animal services went there to follow up on a dog biting case, and that's when they suspected a large number of dogs were in the house. when the owner allegedly refused to allow them to inspect the home to find the dogs, animal services got a warrant and conducted a search. they seized 66 dogs during the search that started at 6:30 in the evening new year's day and went on throughout the night. the dogs varied in size, age, and breed. their medical conditions varied too. some needed immediate care. staff from the animal services division were on hand to remove the dogs and assess their

our darcy spencer is on the scene now with more. darcy?reporter: jim, i'm told that this victim suffered a horribly violent death in the woods right behind me. let me show you where this investigation is happening. you see the two police cars there locking the entrance to the path. i'm told her body was found down the path right there in the wooded area. if we pan over we can show you this is how close this was to rosa parks elementary school off of eger road in prince george's county. investigators believe this woman was in her 20s. she was found with trauma to her upper body. police are waiting for the medical examiner to determine when, exactly she died, but they believe it likely happened some time last night or early this new year's day. right now they're calling it a death investigation, but they do believe it will turn into a homicide. right now they're working to determine who she was. >> there were signs of trauma. obviously, the medical examiner will have to give us the cause of death, but there were signs of trauma to her body a

news4's darcy spencer joins us now from bowie. >> reporter: this is mitchellville road here behind me. you can see it is open. the repairs have been made. water was turned back on a couple hours ago, and residents were told they could expect to get water back on sometime late tonight, but wssc got it done quicker because they got a little lucky. gushing water turned mitchellville road in bowie into a river during the early morning commute. it was shut down for hours. wssc says 3 million gallons spilled before the water was shut off. one major complication, snow. wssc had to first clear the snow and ice before they could begin digging down to the pipe. once they reached it, they got a lucky break. the pipe itself was intact. the problem was a broken valve, and that was a relatively quick fix. >> we don't have to repair a section or multiple sections of pipe. we just need to repair that valve and then we can get the water on for about 50 or so customers who are out of water right now. >> i saw it on the news. i said, oh, my god, that's my street. >> reporter: josephine brown said she ke

news 4's darcy spencer joins us from chillum with the developing details. >> reporter: that victim has been identified as katherine alvarado. she was 20 years old. just a short time ago, i was able to speak to a family friend. you're going to hear from her in just a moment. she tells us that the mom of the victim is too distraught to speak to us on camera. now, police have not made any arrests in this case, but they do tell us that they do not believe that this was a random killing. a jogger found katherine's body just off the trail new year's morning, and the family had seen her on new year's eve night. when her mom knocked on her bedroom door yesterday morning, she realized she was not there. that's when she notified police. they started piecing things together and realized that she was, in fact, the woman who was found on the trail behind rosa parks elementary school yesterday. let's hear now from that family friend. >> katherine was such a sweet little girl that we all loved, and we are very shocked what happened. the last time i saw her was on the 30th. we were heading to church,

news4's darcy spencer live now in fairfax county, where one street was only half plowed. darcy? >> well, jim, that's right. it seems everywhere you go, everywhere you look, you see these huge piles of snow. the plows are out there. but many residents are telling us tonight they haven't seen one on their street. jennifer brown can walk on her street for the first time in days. but it's a short walk on chestnut drive in annandale. the plow got to here and got stuck. >> this is the street, yes. it's under there somewhere. >> reporter: here are the tracks where a neighbor went door to door, checking on everyone. brown says she called, e-mailed and tweeted v-dot, but no one came until this happened. >> we had a plow come through after an ambulance, a fire department plow all got stuck after the police officer got stuck and they all had to be rescued. >> reporter: two davis snow stopped falling, anger is rising in some communities. residents feeling forgotten by transportation department. even homeowner associations. john cattrall lives on the drive where the emergency vehicles got st

she was trapped in her own home during a fire in temple hills and news 4's darcy spencer was live where it took heroic efforts by firefighters to get her out of that house. >> reporter: it certainly did, erika and even before firefighters got here i am told that the homeowner as well as the neighbor tried to rescue the woman. >> you can see this green garden hose. they stretched it around the back side of the house into the basement area where the victim was, but they say the smoke and flames were just too intense and they could aren't reach her. firefighters pulled that woman who was in her basement where she was taken to the burn unit with second-degree burns over 40% of her body and she had suffered from smoke inhalation and she was taken to the hospital in serious condition. a neighbor tells us what he and the homeowner did to try to reach her. >> we started spraying water through the window, and then we came back to the door and he tried to go in. i was spraying water to him, but we couldn't get to the stairs so we couldn't get down the stairs and so when we got over here they spra

news4's darcy spencer live in tyson tonight tracking the conditions again. w is it looking, darcy? >> reporter: first i want to say i got some free food myself from the station today. so thank you very much. it means a lot to have those sandwiches delivered. so -- we are back out here in tyson. and the misery factor has definitely increased. yesterday we were having more fun when we were out. and we were kind of being light-hearted and talking about things as it was beginning to pile up. i would say the danger factor has gone way up, as well. let me show you where we are. we're at this gas station here right off leesburg pike. all of the plow trucks in this area have been stopping here to refuel. they're diesel trucks. this has been a very popular spot. the trucks have been out there working around the clock. so obviously they need to keep refueling. and all of the drivers are telling us, everyone is getting stuck. let's show some video that we shot out on the dulles toll road earlier today. and it just shows you how vehicles were getting stuck on the dulles

darcy spencer where it all went down. >> reporter: that barricade situation is over. this is still a very active situation taking place in the suspect's house. in a twist, a few minutes ago, d.c. fire showed up, went into the house with a power saw. we're still trying to figure out what that's all about taking place at the suspect's home in chevy chase. we want to show you video of the arrest. we don't have his name but the suspect was arrested and charged with assault with a dangerous weapon. it all stems from his allegedly threatening someone with a gun. my understanding that did not happen in the house but elsewhere in the neighborhood and then he came back to the house. there was a large police presence. several hours, s.w.a.t team was here and officers with high powered weapons in the neighborhood. i'm told the man eventually came out of the house and surrendered to police. about an hour ago, a handful of officers entered the home and continued their investigation. it's very possible they were looking nor the gun allegedly used in that assault. d.c. fire is on th

. >>> i'm darcy spencer at circuit court in upper marlboro. two men were sentenced today for their roles in a robbery and shooting of a disabled vietnam veteran. that veteran is 66 years old. he was selling items out of the back of his car to try to raise money to buy christmas presents for his grandkids, and that's when he was set up for this robbery. he agreed to give the two men all of his items, even his car, but as the suspects were leaving one of them said to the other bust him anyway, and that's when the other suspect fired his gun. the bullet hit the victim's spine. he fell down to the ground in a parking lot. fortunately, he survived and was able to see this day of closure and testify at the sentencing hearings for the two men who injured him. you'll hear from that victim coming up in my report on news 4 at 5:00. >>> a moment months in the making could be on the way, see how you can get a glimpse of the precious 5-month-olds. >> the man behind it has never talked about it until now. what steve harvey is >>> and welcome back. veronica

darcy spencer is live checking conditions. >> i feel for my colleagues who have been out in this allnd all evening. here in tysons we've been here for a couple of hours and i can tell you the snow is coming down heavier and you can see it blowing in your face and that's the part that's uncomfortable if you're out in this. let's take a look at what the road conditions are like in here and you can see a plow over there at the corner and leesville pike around 7 here and there are cars out here on the roadways and just regular cars and mostly, we're seeing plow trucks coming up the roadway right now. you can see the roads are still snow covered, so i would consider this still to be treacherous conditions and as far as earn in measuring the snow, it's definitely snow that you can shovel and it's very powdery and i heard doug making a big snow fort and the snow is too powdery, but pretty soon we'll get those layers. >> let's go to video we shot on the dulles toll road. you can't even see the lanes there. you are basically making up your own rules on the road when it is so snow covered like
