news 4's darcy spencer is live outside montgomery county's animal services division with more on how the dogs are doing. >> reporter: well, those animals are being cared for right here today. i'm told it took until noon today to give a health examination to each and every dog. investigators are still trying to figure out where did they all come from. in the yard, you can see what investigators left behind. shoe coverings worn as they removed dozens of dogs from this home on glen mill road in rocksville. animal services went there to follow up on a dog biting case, and that's when they suspected a large number of dogs were in the house. when the owner allegedly refused to allow them to inspect the home to find the dogs, animal services got a warrant and conducted a search. they seized 66 dogs during the search that started at 6:30 in the evening new year's day and went on throughout the night. the dogs varied in size, age, and breed. their medical conditions varied too. some needed immediate care. staff from the animal services division were on hand to remove the dogs and assess their

news4's darcy spencer joins us now from bowie. >> reporter: this is mitchellville road here behind me. you can see it is open. the repairs have been made. water was turned back on a couple hours ago, and residents were told they could expect to get water back on sometime late tonight, but wssc got it done quicker because they got a little lucky. gushing water turned mitchellville road in bowie into a river during the early morning commute. it was shut down for hours. wssc says 3 million gallons spilled before the water was shut off. one major complication, snow. wssc had to first clear the snow and ice before they could begin digging down to the pipe. once they reached it, they got a lucky break. the pipe itself was intact. the problem was a broken valve, and that was a relatively quick fix. >> we don't have to repair a section or multiple sections of pipe. we just need to repair that valve and then we can get the water on for about 50 or so customers who are out of water right now. >> i saw it on the news. i said, oh, my god, that's my street. >> reporter: josephine brown said she ke

darcy spencer is live checking conditions. >> i feel for my colleagues who have been out in this allnd all evening. here in tysons we've been here for a couple of hours and i can tell you the snow is coming down heavier and you can see it blowing in your face and that's the part that's uncomfortable if you're out in this. let's take a look at what the road conditions are like in here and you can see a plow over there at the corner and leesville pike around 7 here and there are cars out here on the roadways and just regular cars and mostly, we're seeing plow trucks coming up the roadway right now. you can see the roads are still snow covered, so i would consider this still to be treacherous conditions and as far as earn in measuring the snow, it's definitely snow that you can shovel and it's very powdery and i heard doug making a big snow fort and the snow is too powdery, but pretty soon we'll get those layers. >> let's go to video we shot on the dulles toll road. you can't even see the lanes there. you are basically making up your own rules on the road when it is so snow covered like
