and joining me from nags head, david gura who is a north carolina that i difference, chapel hill if i'm remembering correctly. are you about 50 miles away from where dorian made landfall. how are things now? >> reporter: as michelle said, that has subsided and the rain largely stopped. you still see the waves roiling behind me here. when i talked to you last night around 1:00, 2:00 a.m., i was about 2 miles north of where i'm standing right now and as you may remember, there were bursts of heavy rain and wind, but by and large we didn't get the hurricane tropical storm force gusts over the course of the night. that changed this morning. i'm standing now in a condominium complex in south nags head. and this is a place where the roof has slid off. i think we sent you video of this. huge pieces of the roof are now in the parking lot of this complex. whole air conditioning units fell on the ground as well. there were boards, nails every wrrks wet pa where, wet particles of insulation. the curfew just expired at 3:00 local time. no word that that has been extended any further, so we're begin

let's go to david gura in nags head where your situation is a little more precarious. what is the weather like and what do you expect to happen? >> reporter: we're not getting the rain you're getting and simone is getting but as you see, the winds have really picked up. i want to say what stands out the most being here is the emptiness of this place. there is one beach chair sitting there as the wind picks up but by and large the beach is empty and so is the neighborhood. this is the northern part of the outer banks as you know and normally this would be entirely packed with vacationers. yes we're on the back side of the labor day holiday but still the outer banks an incredibly popular place in the off-season. we are here on the northern part of the outer banks. if you think of it kind of like the barrier islands crouching down going to the south highway 12 is the spinal cord that connects all of the islands. i spent the morning driving down the length of that two lane highway. it was eerily empty as well. i was heading south. most people were heading north, ali. you l

. >> this is "up" i'm david gura. many think texas is in play. ted cruz sounds the alarm. off. they hate the president and that is a powerful motivator. if they show up and everybody else doesn't, that is how we end up with a potentially damaging result. what is described as a texodus. five who say they are not going to receive reelection. somebody very familiar with that word. square that with me compared to the cost of investment. ron brown talks about tla thiha. what seemed insurmountable is the amount of money it would cost. is there still a worry about how expensive it is to play in texas. >> it is so much more cost effective to play for a place in other states. what i think is key to remember here, i'm still skeptical the race could come on line in the state a year from now. enormous resources are being poured in. there is a shot they could take the house of representatives and pick up more movement in the state. the focus on texas has been a ch charismatic candidate. >> you spend a lot of time in texas, i want to ask you about what ted cruz said there. he went you t

here's what he told david gura. >> this is another example of the trump diplomacy which is hi high-wireacy, not the strategic, thoughtful, effort. you have to wonder in the first place when you were only largely talking to the taliban and not the afghan government how you expected at the end of the day to have a success. >> yeah, sohig high-wire diplomacy. what do you call it? >> i think it's a continuation of what president trump did as a businessman. he would, you know, have a lot of flash and pizzazz. he'd yell and scream a lot about the people he was negotiating with. he'd sort of badger and bring them to the table. of course, we're not talking about a hotel here. we're talking about afghanistan and the 9/11 terrorists and the people who were supporting them. so it's not about, you know, just cutting a deal and getting out of there. this -- we are dealing with the enemy here and it's not as easy as that when you're dealing with government and with international affairs as it is when you're building a hotel. >> and that really is a reminder there that it is the enemy they're dealing
