reporting live, jade hernandez back to you in the studio. >> thank you, jade. we'll be continuing to follow this for at least the next few minutes. once again, this all started about 7:00 this morning. a person in the car, in an suv, called a radio station and they pulled over on the bay bridge. police swarmed in. shut down the upper deck of the bay bridge. took about an hour or so for negotiators to bring it to a peaceful ending. that person is in custody. they are still keeping the bridge closed. what you can -- you can see how traffic is affected. we can also look back and figure out -- if you didn't see everything that was happening at the time -- we're gonna go to the video of the suspect on the bridge. if we can go to that, maybe we can. maybe we can. there you see right there the man with the striped shirt on the phone with someone pointing and there's his vehicle right there. this was at the heart of this whole controversy this morning. very, very tense moments. you can see him, at one point he was on the very edge of the ledge. we were watching closely

good morning, jade. >> reporter: good morning. we are live in front of the san francisco police station. five officers were testing an unknown material they took from an apartment building owned by the university. the officers were using a field testing kit when the materials tested made a popping noise and released an odor. one of the officers were taken to the hospital for precautionary measures. no one else was effected. initially this began when a police checked on a campus apartment building. they found the materials inside by the time they got there. so they took a few samples and brought them back to the police station on campus. >> we will submit the evidence to an industrial hygienist. >> reporter: the university plans to have a chemical expert identify the mysterious powder. as you heard ellen say in that sound bite we've called officer griffin this morning she told us she is checking on a few details for us this morning. we'll have more on that straight ahead. reporting live jade hernandez. >>> 6:04 two men have been ki

good afternoon, jade. >> reporter: good afternoon. about 40 minutes ago, the vacaville police department gave their last update of the day on this investigation. the two men shot to death were only identified by their ages, 20 and 21 years old. they were identified as friends. as far as the suspected shooter, he was an 18-year-old. >> i think this is one of the most violent events that we've had in vacaville in a number of years. >> reporter: before 2:00 this morning, dispatch sent officers out to an apartment on the call of shots fired. >> we had a report of a male shortly before that, walking into our police department, holding a gun. >> reporter: police say he swung the gun around like a bat and swung at the windows. officers tased him outside. >> they explained to me what happened. i slept through that completely. like i didn't know anything was going on. so it was just relay big surprise. it was right next door. it's surprising that we didn't wake up due to this. >> reporter: vacaville police closed their lobby so they could pick

jade hernandez joins us live from pacifica. hi, jade. >> reporter: good morning. we can feel gusts this morning. in fact it stopped raining right now. but about 20 minutes ago it was raining pretty hard. this storm has weakened an already weak crumbling cliff. today we can show you the equipment that crews will actually use to help shore up the cliff face on the apartment building nearby. pacifica's building safety department says there haven't been any major changes to the area in months. but the wet and soggy weather did bring down clumps of the cliff face over the weekend scaring those resident who is live around this area. we've been told the wall being put into place designed to hold the sandy buff in place will be installed today. the work being done on the backside of the bluff apartment complex. it's preventive. and the safety department has been pushing for eight months to get some of this work done. but now it has to be complete. >> the erosion is eminent. it's all there. if we get a lot of rain, it's going to erode the cliff. and the coastal commission

ktvu's jade hernandez has been out there all day. what's the very latest, jade? >> an amtrak spokesman told me there are about 53 passengers on this amtrak train that was involved in this collision. no one on board was hurt. these passengers were coming from sacramento. and they've already boarded another train and are headed onto their destination. we're being told that this collision involved two young men, walking along train tracks. now, the train collided with one of the men and killed him. we don't know if this train, which usually runs at speeds around 70 miles per hour, had time to break or not. the amtrak spokesperson did call the young men trespassers, since they were on the train tracks when they were not supposed to be. this second train, you can see it here, pulled up about 20 minutes ago, to take passengers onto their final destination. the train left about five minutes ago. amtrak's assistant superintendent of road operations is still out here this morning. he could not go on camera and talk to us about the collision. but he was assessing the situa

reporting live from san francisco, jade hernandez, ktvu channel 2 news. >> thank you, jade. >>> a short time ago, $500,000 grant was announced at an east bay church for a program to help combat violence and fatalities in oakland and richmond. sadly, that same church was the site of a fatal shooting yesterday. kraig debro joins us now with more. good afternoon, kraig. >> reporter: good afternoon, tori. the actual award was awarded to the church in september. the timing of today's announcement of the award of the grant was merely coincidental with yesterday's tragedy but both did happen at the same place, east oakland's allen temple baptist church, a man released from prison about a month earlier was shot in the head underneath a church cross. we're more serious about this as a result of the tragedy. >> reporter: this morning allen temple baptist church announced it had received a $430,000 grant from the california endowment. the money will be used to promote violence prevention and help justice in richmond and oakland. the man shot and killed here yesterday, was taking g.e.d. classes at

ktvu's jade hernandez has just talked to students. jade's joining us live.he's in fairfield with the very latest. good morning. >> reporter: good morning. the assistant principal is referring all questions to the district office. the woman arrested is a teacher here at rodriquez high. in the last half hour, we spoke to students arriving about what one of their teachers is accused of doing with a student. >> i really didn't know had her but the school really allowed her to dress inappropriately. she always wore low-cut stuff. it's crazy. >> reporter: 27-year-old felicia killings in an english teacher at rodriquez high ands that been charged with statutory rape and child endangerment. the officials are saying she had sex with a 16-year-old student. the sheriff's office say the incident took place off campus. she was arrested last night. of would's learned from the solano -- we've learned from the so solano -- solano county she was freed last night. we're learning what kind of teacher she was. >> she was really laid back. she would have a lot of people visiting

jade hernandez is in san jose with an update. good morning, jade. >> reporter: good morning. a fire investigator i just spoke to has confirmed this is a suspicious fire. firefighters are still out here at this point, monitoring hot spots, but for the most part, they are wrapping up their effort. several calls came into dispatch this morning, about two buildings on fire around 2:38 overnight. one a recycling facility, the other a bar here in san jose. the buildings are connected by an alleyway. sources told us initially this fire was suspicious and fires broke out in the area. a spokesperson told me there could be more information in the next hour. so as soon as we get more information, we'll pass it on to you. they are waiting for a full investigation to be completed. but the arson investigator did confirm this fire is suspicious. they say the fire quickly grew to four alarms. >> flames toward the rolf. we had had fire toward the back. we had had a third crew that went down the alley in between to put out the fire in the rear. >> reporter: this fire affected union pacific car

good morning, jade. >> reporter: good morning. we're live at ucsf mission bay where uc regents will reconvene their meeting at 30:00 this morning. they'll vote on a proposed 8% tuition hike for the ten campuses within the system. uc campus police still have barricades up right now. they are ready for more spontaneous protests today. yesterday uc campus police clashed with about 300 demonstrators here at ucsf mission bay's community center. ktvu watched as three uc officers faced off against a crowd of about four dozen attempting to enter the conference hall threw an adjacent garage. one officer who appears left behind as fellow officers exited the garage through an elevator scuffled with the crowd as he tried to clear it. he then drew his gun on those around him. >> they hit the baton out of his arms. he later picked it up. he was struck in the head with the baton. >> but then the protesters appear to physically push and shove him which is unwise as well as unlawful. >> reporter: at least 15 people were pepper sprayed. police pull

ktvu's jade hernandez is at san pablo headquarters. and i know police are checking out tips on this. >> reporter: since neighbors discovered the little boy, tips have been coming in here to san pablo. detectives are expected to be coming any time. police have reported now, they have not tracked down the taxicab driver, whose cab the woman jumped into after abandoning the boy. this morning, authorities are asking, do you know this little boy? he is between 18 months old and 2 1/2 years old. the woman abandoned the boy near contra costa college yesterday morning, around 8:00. she was wearing a brown jacket and yellow backpack. authorities don't know if she is the boy's mother. but a neighbor found the boy in front of his home. and san pablo police say the area was deliberately chosen. and they have harsh words for the person who left the boy. >> we're going to find out who did this. and if our investigation shows that there is criminal behavior or action involved in this, we're going to request that the district attorney prosecute this i

ktvu jade hernandez is joining us live. good morning. >> reporter: good morning. we are live at city hall where the race for mayor took an unexpected turn. who is going to be the next mayor of oakland? we may soon find out. gene quan leads don perata 51% to 49%. alameda county expects latest figures to be released around 4:00 with results no later than tomorrow. oakland voters ranked their top three ballots. it has created an interesting shift in votes. it's taken ten rounds to eliminate the eighth lowest vote getters. perata's lead was by 10%. quan stepped ahead by a little more than a point. it is supposed to eliminate the runoff process. alameda county received an unprecedented number of vote by mail ball lots. >> it's right up there for the most we have ever seen. about 90,000 dropped off at the polls. of course that is still double and triple the workload. every ballot or envelope has two ballots inside. >> reporter: also the 11th congressional district seat is still undecided. only 421 votes separates them. 3,000 ballots are yet to be counted in that race. t

good morning, jade. >> reporter: good morning. you can bet former state senator has a lot to say about this process has helped elect oakland city councilwoman jean quan. we are live in oakland this morning in front of city hall after more than a week since the november 2nd election. the 61-year-old quan is the new mayor of oakland. she's the first woman and first asian-american to be mayor of this city. quite a feat for someone who had just 24% of the vote after the initial election. her opponent had 35% which just wasn't a majority. that's where ranked choice voting kicked in. it's also where quan picked up enough votes to beat her rival. last night the alameda county registrar of voters dave mcdonald said there are a handful of ballots which still need to be counted but they wouldn't alter results. oakland city councilwoman quan had won the race because she had more second and third place votes than don. a move sparking debate. 59.8% over 49.02%. but the registrar's office says it's still enough for a victory. results reflect a

good morning, jade. >> reporter: good morning. we're live in san francisco this morning at the ucsf mission bay campus. san francisco and campus police are already out here this morning. i mention this because police are expecting large demonstrations later today due to the uc regents' discussion and expected vote on an 8% tuition hike. the regents usually hold the last meeting of the year at ucla. last year authorities dealt with near riots after a 32% tuition hike was approved. a uc spokeswoman told us moving the meeting had nothing to do with demonstrations in southern california but more to with cutting costs since it was cheaper to get everyone to meet in san francisco. student activists say this is a strategy to hold the meeting on a graduate only campus such as ucsf mission bay which is away from undergraduates who are effected by this hike and more likely to protest. but the uc spokeswoman told us and insisted there was no all tearier motive. >> we're not running and ducking by coming to mission bay. we're at mission bay b

jade hernandez has more on what investigators are saying now. good afternoon, jade. >> reporter: good afternoon. the musician is legendary. his music still inspires. but neil young's memorabilia, band equipment, painting, vintage cars were almost all destroyed in this warehouse that you see behind me because fire ravaged the warehouse. ♪ heart of gold ♪ >> reporter: neil young is like everyone else -- saving his prized possessions storing them away in a safe place. but overnight that place, a san carlos storage warehouse went up in flames. >> it will be a significant amount that they will be salvaging. the structure. we had -- we have about $1 million loss to the structure and similar amount to the items. >> reporter: the department arrived and captured this video as they arrived. half a dozen cars, band equipment, all destroyed here housed in the nearly 12,000 feet of space. young had representatives out here surveying the damage. no one would comment on where the items would be damaged. firefighters said the representatives were very grateful.
