marla tellez is live in the police department. she joins us with more. good morning, marla. >> reporter: laura, good morning. it's like deja vu. we just coverd this story yesterday. talking about the rise in homicides as well as officer-involved shootings for the city of san jose. today the police chief for the department will address the duringing trend. last night's shooting involved an 18-year-old who was shot to death. this morning the crime scene tape is gone. but a cleaner was there scrubbing the blood away. police say a 911 call came in last night. when they arrived they found the 18-year-old shot. police are expected to release more information about a possible suspect and what happened with the shooting. officer involved shootings are also up. so far there have been six. with budget cuts and layoffs, this is a tough time for the departmen department. >> obviously it's a stressful situation for officers. police just released more information. officials say an officer felt threatened by the suspect, who they say was carrying some type of weapon. tw

marla tellez is live with a look at this investigation.morning, marla. >> reporter: jon, good morning. they could be too late because the suspect may already be dead. san jose police releasing new extremely bizarre details about the investigation into the shooting death that you're talking about here that happened at oak hill memorial park. now, police believe steve tausan, a local hell's angels member was shot and killed here on saturday by 38-year-old steve ruiz. both were among the crowd of about 3,000 who came to pay their respects to jeff pettigrew. you may recall pettigrew was the president of the san jose hell's angels chapter shot and killed at a no vat dough casino last month. police say they learned there's a chance someone may have already killed ruiz and this is where it gets bizarre. police say they have reason to believe ruiz was buried with pettigrew. they got a search warrant and actually dug up his grave. officials say inside they did not find ruiz. police chief chris morris says this case is proving more difficult than ot

marla tellez is live in san francisco with more on the story. >> jon, good morning. we are standing right in front of the nondescript san francisco parole office. later this morning the state attorney general. officials with the state department of corrections as well as san francisco mayor ed lee are all going to be here talking about what is new with what's been dubbed operation bo boo. it's been around 20 years so far. on each halloween since 1994 it has imposed a curfew on sex offenders with a permanent address. it forces them to stay inside their home without any lights on. they can't put up halloween directions. they certainly can't offer candy to kids. this year they will focus on the 2,000 sex offenders in california who are homeless. san francisco is among three of the state's four parole regions. l.a. and san diego are also doing this be tonight. you may think this could be difficult to enforce. transient offenders are required to wear jacketsful they will know if they're not in curfew centers. they are supposed to report to round-up centers. the parole off

. >> and i'm marla tellez. an elderly man and woman stabbed. a man left wielding two knives, shot by police. it all happened this morning in san francisco's inner richmond district. nbc bay area's damian trujillo is live. what can you tell us? >> reporter: it happened in that off-white colored home behind me just after 7:00 this morning. investigators are still trying to determine the relationship of those involved. when police arrived, they found an elderly asian man with stab wounds, then an elderly asian woman with life-threatening stab wounds. when they tried to help, another man came at him with two knives over his head. they fired at him with a bean bag sort of gun. that didn't work. one officer shot him. police still don't know the relationship between the victims and the suspect. >> it's not clear as to what the motive is in this particular attack, but what we do know is that they're not strangers to one another. they do know one another. the investigation will determine what the motive was or the relationship actually was. >> reporter:

"today in the bay's" marla tellez joins us from san jose with details on the proposed partial tax. it could be a bumpy road for city lieders. >> reporter: laura, good morning. it could be a bumpy road simply because of this. it would require two-thirds approval by voters, and that could be a tough sell. now, i've got to tell you, we're in downtown san jose this morning. the roads here are in pretty good condition. in fact, we spent quite a bit of time driving around all of san jose this morning looking for that, just horrible pothole to show you. you know what? we found more patchwork than we did potholes. still, according to trip, a national transportation research group, 64% of san jose's major roads and highways are in poor condition. that same study says that cost drivers $756 a year. and what researchers call the vehicle operating cost caused by poor road conditions. but a top transportation official in san jose tells the "mercury news" it's more like 18% of the roads in san jose are in bad shape. he says the current bill to fix city streets could total about $1 billion over t

i'm marla tellez. >> i'm jon kelley. oakland emergency crews looking to past to avoid disaster in the future, october marking the 20th anniversary of the oakland hills firestorm. today firefighters staging a re-enactment of the fire fight. nbc bay area's christie smith like in oakland hills with a look what's happening out there. good morning. >> good morning to you, jon. this fire station wasn't even here back in 1991. but then of course, the firestorm tore through here. all of these homes burned to the ground and neighbors rebuilt and they said that they wanted their own fire station up here. they got fire station number 7. 20 years later, the oakland fire department is out here this morning talking about what has changed. back in 1991, not even all firefighters had their own gear to fight wildland fires. they had to share. residents now have an assessment district, power lines are below ground. communication between agencies is improved. and those wood shake roofs are a thing of the past. and the drum beat of defensib

nbc bay area's marla tellez has been following the developments all morning long and joins us live from the scene. >> laura, good morning. investigation is still going strong out here at lorne way and peacock. as you mentioned, the closest main intersection is wolfe and homestead in the sunnyvale cupertino area. a look at the heart of the investigation, you can see the blue awning set up where investigators have been focusing their attention where the shooting happened about 7:30 this morning. the people who live in this are relieved. you can see them gathered on the street corner here, relieved this has come to an end. it all started shortly after 7:30 this morning when police tell us there was a shoot-out between santa clara county sheriff's deputies and a suspect at a home on lorne way. the suspect matches the description of 47-year-old shareef allman. the alleged gunman in yesterday's shooting at lehigh cement in cupertino. only about five miles away from lorne way. now he killed three people and injured several more. now, this is in fact the same neighborhood they were searching ye

today in the bay's marla tellez joins us live from san jose with more on security concerns for tomorrow's services. good morning, marla. >> jon, good morning. this story has so many bizarre and tragic elements. the hells angel member. this is where she was shot. he was shot attending the funeral of another local hell's angel member. here's the hope for tomorrow. more san jose police officers. fewer people attending the funeral for steve. it was almost two weeks ago jeff pettigrew, president of the local hells angel group. he was gunned down by rival gang members at a casino a month ago. the 52-year-old was one of a few thou people who showed up. it was at the funeral that they got into a night. that's when he was shot. he ended up dying at a hospital nearby. san jose police were criticized for not providing enough security. officers were on hand. they were not inside the gates. they patrolled and secured the perimeter. the only real big difference is more officers on hand. now it should be mentioned the suspected shooter is 38-year-old steve ruiz remains on the run. last weekend police sw

i'm marla tellez. custody. police say he's a security guard at the crescent park apartments on hartnet avenue. last night they say he went to work and shot his supervisor. the supervisor was hit in the arm and chest but he managed to fire back. two other security guards heard the shots. they came running and returned fire. that's when long took off. police say long also fired more than 30 rounds into a neighbor's yard in concord earlier last night. no one was hurt. he will be transported back to the bay area today. >>> republican presidential candidate michele bachmann will be in the bay area today. she's going to make two stops during her visit. bachmann will be at the commonwealth club in san francisco this morning to talk about the revival of american competitiveness. she will present her views how to revive america's competitive business edge in the global economy and be in napa tonight to attend a fund-raiser dinner for her campaign. bachmann trails behind y and-runners mitt r herman cain. a look
