let's get to mike emanuel live on capitol hill. mike, what are we hearing from leading democrats about this approach? >> reporter: well, they're clearly frustrated. today is apparently letter day on capitol hill. you've got democratic leaders sending letters to house speaker john boehner asking him to pass the short-term funding bill that the senate has passed several times without making concessions. clearly frustrated by the house gop, piece-by-piece approach. >> the only way to end the shutdown is for speaker boehner to put the senate's bill to open the government on the floor for a vote. and it will pass. the republicans' piecemeal approach is a waste of time. >> reporter: senate majority leader harry reid says if boehner passes the short-term funding bill that the senate has passed multiple times then he will appoint conferrees to negotiate a long-term deal. a spokesman for boehner says negotiating after giving democrats everything they want is not much of an offer. >> and mike, what are the republicans saying about dealing wit

with ed henry at the white house, mike emanuel on how house republicsans are meeting, donald trump talking up the fear factor. question question, are we really any closer to a deal? first to ed henry at the white house. >> reporter: i think we are closer to a deal because when the president delays a meeting with congressional leaders, normally you say there's a snag. these talks are falling apart. instead when you're at the 11th hour and the president delays the meeting that was supposed to start an hour ago, that suggests it's because the senate leaders in both parties are making enough progress that the president wants to, number one, stay out of the way. number two he wants to keep to this dance he has had in public about how he doesn't want to negotiate over default. but still on the sidelines he wants to at least have a conversation, whether you call it a negotiation or not to push this along. but finally, the president is going to want to announce some sort of a deal when all i said and done and the last thing he wants to do is pull the plug on this before at it ripe. the bottom line

chief correspondent mike emanuel is on the hill. >> reporter: the brick wall being democrats saying reopen the government and raise the debt ceiling and then they will talk. the house has passed a series of mini funding bills to make sure money goes to causes with bipartisan support. veterans can receive benefits, national parks and monuments are reopened, and more. today president obama was asked why not sign them to fund part of the government now? >> you'd like to think you could solve at least some of the the problem if you couldn't solve all of it. here's the problem. what you have seen are bills that come up where wherever republicans are feeling political pressure, they put a bill forward. >> meanwhile the house is moving forward with legislation to set up a new working group to discuss fiscal matters. democrats will get six members from the senate and four from the house. house speaker john boehner says the time to talk is now. >> all we're asking for is to sit down and have this conversation. there's no reason to make it more difficult to bring people to the table. so there's no b

to that kind of a deal to get through this negotiation and, from everything we're hearing from mike emanuelp on the hill and our producers up there that senator reid and senator mcconnell are talking and the only difference is about the time frame, of how long to do the continuing resolution to fund the government and how long to do the debt ceiling increase. each one wants a different result because senator reid would like to argue against the sequester and go back to those presequester numbers. senator mcconnell would like to fight the deal on the debt ceiling earlier and sooner because that's a winning hand for republicans. most people get their head around the country can't keep spending at $17 trillion in debt. jon: well the president has said we have had reduced government spending for the last couple of years. that's part of the sequester, right? >> sure. part of the sequester. part of the administration's effort and, you know, whatever you, however you put down the deficit reduction, you're still looking into the future if you look at the congressional budget office and other estima

mike emanuel is running all this down on the hill. let's start with what we think we know, good morning. >> reporter: well, bill, here's what the house republicans are proposing as a counteroffer. we knew they would not like the outlines of a deal that harry reid and senator mitch mcconnell had been negotiating, so they're going to counter with funding the government through february 15th, to raise the nation's borrowing authority until february 7th, no extraordinary measures meaning that it is february 7th and that is it, and then they have got to deal with the debt at that point. it would have members of congress and political appointees in the administration live under obamacare, a lot of people think that is a very fair measure. why not make them live under it? a two-year delay of the medical device tax which does have a lot of bipartisan support in both the house and the senate and income verification to make sure there is not fraud related to obamacare. so not really central componentsover the president's health care -- of the p

mike emanuel is on capitol hill, watching this with us. mike, i raffled the statement that just came in from harry reid and the statement from john mccain. is it your sense that there is room now, some hope that nine days from now we don't default on our payments for the fitter time ever? >> well, shep, let me give you a little context about senator mccain's comments. that comes with the news that families the fallen in afghanistan are not going to get their death benefits in short order because the government is shut down. john mccain is saying, let's ghetto table, stop name calling, do right by these families in their worst time of their lives. folks put house speaker john boehner pointing out times when president obama has negotiated on the debt ceiling back in 2010 when there were fiscally conservative house democrats that did not want to raise the debt celling. the president negotiated with them. the republicans sayre why not negotiate now? the house is going forward with legislation to make sure that essential government workers work

jenna: our chief congressional correspondent, mike emanuel, is live on capitol hill, a busy place todayhouse republican leaders saying, what do you expect them to approach with the president at the meeting later today? >> reporter: well, jenna, 4:30 p.m. at the white house, a group of 18 house republicans led by speaker john boehner will offer a six week extension of the debt ceiling to a hard date, november 22nd. none of these extraordinary measures to extend it to january, but november 22nd, and then the demand that the president sit down and talk to them about reopening the goth and negotiating long-term -- the government and negotiating long term on the budget. here's the speaker a short time ago. >> it's time the for leadership. it's time for these negotiations and this conversation to begin, and i would hope that the president would look at this as an opportunity and a good faith effort on our part to move halfway, halfway to what he's demanded in order to have these conversations begin. >> reporter: now, house republicans are not offering at this moment to reopen the government.

chief congressional correspondent mike emanuel looks at the stakes. >> reporter: the epa's clean air regulations will face a challenge at the supreme court. the high court will need to be convinced the epa has the power under the clean air act to put carbon dioxide limits on so-called stationary sources. plaintiff groups call it an unprecedented expansion, something congress never intended them to regulate under the clean air act. >> it's going to millions of commercial buildings. it's going to hundreds of thousands of manufacturing facilities. large farms. these are all going to now have to get permits if this goes through, whereas they have never had to do that before, permits to operate. >> reporter: in 2007, the high court ruled the epa has the authority to regulate carbon dioxide emissions by new cars and trucks in a five to four ruling. in this case, the justices are considering a basic question, whether the epa's regulation of motor vehicle emissions allows the new permitting requirement for power plants, factories and refineries. >> epa reads the act as automatically applying

mike emanuel is on capitol hill good morning again, mike. >> they were saying they're going to try to negotiate a deal on a way forward. after a lot of name calling from senate democrats such as senate majority leader harry reid who suggested the ho us republicans were insane for try ing ing to r with obama care both parties seem to not be talking to one another. the democrats in the senate said they were not gong to accept it. so the two houses of congress basically did not function together. there were not negotiations last minute to try to come together on a deal. and so bottom line, here we are and the question is how long a government shutdown will last. i had a veteran republican senator tell me that he expected it could go five days. i heard others say less. some suggesting perhaps more because both parties seem pretty dug in at this point. they'll be watching to see what the public's reaction is. >> there really wasn't a sense that speaker boehner and senate majority leader reid were ever going to get together, was there. was there ever a sense they were even close to a negoti

we're going mike emanuel live on capitol hill. congratulate around laid out a pretty good timeline and chain of events, connecting the dots. give us an idea what is happening right now. we know the lockdown has been lifted. what's the talk and what are congressional members seeing or doing if anything. >> talked to some really good sources on capitol hill who says the suspect was a woman, small child in the car, she rammed a police barricade near the capitol, injured a police officer in a cruiser. the officer was airlifted out of here by helicopter. and is receiving treatment. my understanding is the woman may have been shot and that the child in the car is okay. but i don't have final status of what happened to the woman, but apparently after ramming the white house gates, came down here to the capitol, ran through a barricade, injured an of. the officer has been taken for treatment, and the coast is now clear. they have cleared the situation. so, clearly they feel like there's no longer a threat to lawmakers or staffers up here

jenna: our chief congressional correspondent mike emanuel is live on capitol hill. mike, what is the latest from the democrats this morning? >> reporter: jenna, resumed criticisms of house speaker john boehner. a spokesman for senate majority leader harry reid says speaker boehner has a credibility problem. reid's spokesman says, there is now a consistent pattern of the speaker saying things that fly in the face of the facts or stand at odds with boehner's past actions. meanwhile the house democrat from illinois says enough is enough when it comes to this shutdown. >> i think it is time to open the government up. i think if we had a vote on a clean, continuing resolution, because in reality we're talking six, seven weeks. a couple of weeks have already gone by. we should go back to our budget process. >> reporter: his point being that lawmakers were only trying to fund the government for a month 1/2 or so so these arguments can continue. not like they were working on a long-term deal. jenna? jenna: an the republicans, mike? >> reporter: the republicans are essentiall

jon: mike emanuel is live on capitol hill. so for house republicans, mike, what is the next play? >> reporter: jon, they're expected to pass a bill that would pay essential government employees, those currently working on time. they think that is something their democratic colleagues will support. they're planning to attach to that the idea of a negotiating team made up of lawmakers that will start working immediately on fiscal issues, starting with the debt ceiling. here is house speaker john boehner a few minutes ago on the need to talk. >> all we're asking for is to sit down and have this conversation. there is no reason to make it more difficult to bring people to the table. so, there is no, there is no boundaries here. there is nothing on the table. there is nothing off the table. i'm trying to do everything i can to bring people together and to have a conversation. >> reporter: initial reviews from democrats they are not crazy about this negotiating team idea. they're trying to say, reopen the government, raise the debt ceiling, and then maybe we'll talk. jon? jon: so the to
