this is exactly what they thought should happen with the south, the big land stations of the south needed to be broken up and redistributed to former -- former slaves and white unionists so that a loyal yeomannery could form in the south. think about this. in my world, of academics, this is a pretty significant contention. why historians generally treat land distribution in the south as one of reconstruction's lost moments, where things could have happened differently. this dates back to perhaps one of the most famous historians, the black intellectual w.e.b. dubois. but historians seem to act as if federal indian policy during reconstruction and afterwards is completely different, unconnected. in my opinion is that the same ideology was at the foundation of both efforts. citizenship for both african-americans and indians during reconstruction -- upon their exceptions -- acceptance of anglo-american culture, religion, and land use ideals. let's begin talking about reconstruction itself. reconstruction formally began not after the war, that in december of 1863, during the war, after the u.

and in south carolina. men broke paroles to fight against the british. they were literally risking their necks to do so. they could very well be hung if they were captured and certainly happened to a number of men who took oaths of allegiance. probably the most egregious example of that was isaac hane, a south carolina militia colonel who was captured at the siege but asked the british to return to his home so he can care for his sick family. well, when patriot forces overtake his area, they convince hain to go back in the field arguing because they had retaken his district that, you know, did away with his parole promise. well, hain is unfortunately captured by the british forces and they had had enough of these gentlemen who were breaking oaths of allegiance and breaking paroles and hain would be executed by the british offices in charleston. so that desire was strong to go back and fight, but it did have its limits. certainly those maryland and delaware continentals who decided to go into charleston as p

it was in south carolina. it was in mississippi where you had the largest number of african-americans who were actually voting and sort of mobilizing to hold office and where black political power was greatest was where white violence was also the worst. think that goes to your point, that having african-americans holding political power was such an inront to white southerners the 19th century. this came up in the previous panel, the long presence of african-american soldiers during the war in memphis. hannah rose and talked about some of those men came to the women's houses and asked with her husband's work, and if he is a filter, as if some of those women were being targeted specifically because their husbands had been soldiers. again, it is the same kind of thing. voteare not mobilizing to yet, but it is the presence of african-american men in u.s. uniforms purporting to represent the united states as a member of its military. that in and of itself was a revolutionary and radical thing for a lot of, particu

what had happened was almost the entire war was fought in the south and the south was just an economic basket case by the end of the war because northern armies had gone through and destroyed pretty much anything of economic value. in addition, you have to realize that the south's major institution, social institution that is slavery had suddenly come to an end and there were between 3 1/2 and 4 million slaves with big questions about what happens to these african-americans. and so southerners felt compelled to explain why it was that this devastation had occurred and that for example, 25% of southern white men between the ages of 20 and 45 were dead, not just casualties, they were dead as a result of the civil war. so there was a lot of explaining to do. and that's the origin of the myth, those first 30 years. but it has continued, and probably the best example are the seven volumes by douglas free man in the 1930s and 1940s. first of all explaining in the first four volumes called "r.e. lee" that lee walked on water and then in the next three volumes, basically explaining any faults

down to the south, this is moving toward the south. so when you have a weak flow of winds high up in the atmosphere, you don't really get a chance for these storms to move out. this part is moving southward toward reading. this part of it, not really moving at all. so we have this flood threat along with the severe thunderstorm threat in berks county. this is the area of the flood advisory, from south philly all the way down to northern delaware. and another area in new jersey, and that area in northern berks county as well. so the flood advisory until 8:00. and there may be more rain that comes in after 8:00. overnight. this is the map of the radar estimated rainfall. when you're getting into the purple colors, that's over two inches of rain. we're seeing more and more of that show up in mostly delaware and extreme south jersey. some parts of the area, bucks county, upper montgomery county, mercer county, places along the shore haven't gotten anything during the day. that's what happens. some people get too much, other people get noth
