so this is real baltimore. this is not tourist baltimore. this isn't the baltimore you see when you go to an orioles game or you go to see you know the boat in the water. this is further up the road. this is about 25 to -- i'd say about 25 blocks north. if you made a cross with your hands, this is right in the middle of the city and this is a predominantly black neighborhood. but i wouldn't call this a poor neighborhood. baltimore has a variety of neighborhoods. they go very quickly from wealthy to pretty impoverished. all of a sudden you will be in a poor part of town with a lot of baunled homes. this is not that area. this is actually a pretty busy alive place. this is very close to the city's board of education facility where they run all of their schools. and wendy has something she wants to say. >> we found out what that building is that looks like a residential building. it is. it is the penn north plaza senior building. >> oh dear. oh it is. >> like an old folk's home there so you can imagine the anxiety there tonight as the building

erica green is a baltimore sun reporter who has been out in the streets of baltimore all day. thank you very much for being with us. >> thanks for having me. >> can you give me what you've seen today in terms of the trajectory and where the momentum is? >> sure. i started out at the very beginning of how this all transpired. it started with a posting on social media of high school students saying they were going to have a purge, a play on the movie "the purge," was which a 24-hour time of lawlessness and they were going to converge at a mall in west baltimore. that indeed happened around 3:00 p.m. students and police confronted each other there. the police were ready for that because they did intercept that message earlier in the day. by the time i got there around 3:20 bricks were being hurled at police officers. the crowds began to swell on both sides. police officers came in with reinforcements. students from other schools, and i say students because even the police officer have confirmed they did confront mostly school-aged kids and really it was just an intense hour-long,

baltimore erupting. we have riots in baltimore right now out on the streets tonight. it was peaceful. it has turned ugly and violent. you're looking at live pictures. stores have been looted and destroyed, now even lit on fire by rioters there is a massive fire and fear that it could get worse as darkness falls tonight. the angry rioters today overtook a police car. they smashed the roof and the window with bats metal rods and rocks. others set a police car on fire that fire spread to a second patrol car. rioters then set a third car alight. seven officers have now been injured. some of them have broken bones. and one officer was actually found unconscious. this is according to the baltimore police department. all are now receiving treatment. we have seen the crowds looting stores. and that is what wolf was just talking about, that cvs was looted. you can see people running in and completely emptying that store, breaking the windows, destroying it. a check cashing store also looted a liquor store. once this looting started, there was very little if any police presence

the baltimore city public high schoolers said we're going to meet at a mall in west baltimore, prettyse to where freddie gray was ultimately arrested. and the police were prepared. they were there. they had about 50 to 70 officers armored trucks and kind of pushed the children south into the neighborhoods. and once it went south i mean jose, i got trapped on north avenue about 4:40 yesterday they started busting out windows, it turned violent quickly. i don't think we were prepared for that level of violence. immediately calling out for anything specific, you know freddie gray is a culmination of systemic issues that have plagued communities like this a across this country. i think the children at the end of the day we raise our children to say you can be whatever you want, but unfortunately children in urban america at some point feel hopeless. when you don't provide them with the right educational structure and they can't intellectually cry out and beg out their frustration and anger, unfortunately you see it in violence. i'm not condoning any of the violence. this is unacceptable a

west baltimore, east baltimore. so i think baltimore is different.que in that there's always a connection to the community. >> mark obviously the "baltimore sun" ran this pretty incredible investigative series about brutality in the department, but there's a lot of folks who say, well you can, you know, point your finger at any major police department in america and turn up something that wouldn't look that different. do you have a sense there's something particular about the baltimore police department or are we just looking at a particularly acute example of the conflicts of modern urban policing and the war on drugs? >> well i think baltimore is a little different than what you just described in their own strategic plan that they put out in 2013. they noted that discipline has never been a priority within this organization. it's a large police department. tlar lot there are a lot of problems in urban cities. there was a lot of heavy-handed officers. the city paid millions of dollars. lot of folks had injuries and questionable arrests. people were

and west baltimore. i'm curious what you say to police officers who i basically have heard say the exact same thing to me. police officer after police officer that i've talked to here in baltimore or ferguson or around the country in the last six to eight months will say, yes, you focus on these incidents of brutality and these incidents that have video but you're failing to capture how hard the job is and how well many people do the job. what do you say to that? >> there are many police that do a real good job. i think that police risk their lives every day. but my response to them is, therefore, you ought to help us get rid of the bad apples and help to expose the cops that are brutal or that break the law just like you tell us in the community that we ought to give up those doing things wrong in the community. you have to have it both ways. what we've not seen is a lot of demonstration in that effort. so do i think most police do good jobs? yes. but i want to see police turn in bad police and we would
