josh letterman is in brussels at nato headquarters. richard engel is in kyiv. he'll join us in a moment. he just spoke to the ukrainian president, president zelenskyy. at this moment i'm joined by general barry mccaffrey, retired four-star general, former gulf war division commander and for our sake fortunately an msnbc military analyst. european and u.s. officials warning the situation in ukraine is going to get a lot worse. the president in the state of the union said there were dark days ahead. what more are you hearing? >> peter, u.s. and european officials have been so impressed by the surprising resistance that the ukrainians have been able to mount up until now, keeping the russians from being able to take over most of the urban areas in the city, but they are warning that that resistance may not be able to hold up in the medium to long term. in fact, they say they already see signs that the russians are regrouping after a first week in which their strategy in this war didn't seem to be paying off. the russians now bringing in more heavy armor, more heav

. >> joining me now is heidi from washington, and josh letterman who has been covering the situation revoking the status means that russia is now opened up to stiff tariffs on all of its goods from basically most of its major trading partners in the west. katy, this is part of a strategy here. the first-line strategy by pe a choke off russia economically, and we saw that with the oligarchs and the targeting of russian banks and this is the latest initiative and i am told by experts eventually this will have a big impact. i was just speaking with representative mccall, and he said there's a point when you have to bring out the big guns where europe will ban the oil, and on the military side of this, we just heard from president biden who spoke to the house democrats that said, again, that providing ukrainians with any kind of offensive weapons, trains, tanks, things of that nature would amount to world war iii, and this is after a phone call with president zelenskyy again, and the president not budging on that. and representative mccall said the u.s. cut a deal with turkey to provide

josh letterman has more from latvia. >> reporter: world leaders are pleading with president vladimire out of harm's way. over the last 24 hours or so putin has spoken with the leaders of france, the uk, turkey and israel. all of them looking for ways to de-escalate this conflict, but none of them hearing from putin that they wanted to hear, that he's willing to go ahead with a ceasefire. president macron sent about an hour and 45 minutes on the phone with putin. macron called for putin to not hit nuclear power plants in ukraine. putin telling the french president he has no plans to attack nuclear sites in the future, but also saying this special military operation, as russia calls it, will continue until russia's unconditional demands of ukraine are met, namely the demilitarization of ukraine. secretary of state antony blinken made some news indicating that the u.s. is speaking with its allies about banning russian imports of oil. this is a step a lot of countries have called for to cut off a critical source of revenue for the russian government. there's been a lot of reluctance beca

>> this is more reporting from carol lee, josh letterman and myself.this ukraine crisis from the capitol and now we're learning the white house is in discussions to have president biden make a trip potentially in the next few weeks to europe, to show solidarity with our nato allies at this critical moment. it's been the vice president, kamala harris, who has been logging a lot of miles on air force ii, making two separate trips to europe, most recently last week when we saw her in poland, on the border of ukraine, and with two key allies. we don't have a final decision yet about this travel. there are a lot of complications, a lot of decisions that would go into making this decision but some of those very officials who were part of helping with the vice president's trip to eastern europe last week have stayed behind in anticipation of a potential visit. we've reached out to the white house. officially we have not received any comment yet, craig, but we'll follow up as we hear more. >> mike, do we know perhaps what part of europe the president would vis

and i want to turn now to belgium and nbc's josh letterman, who's covering secretary blinken, who commended europe a few moments ago for standing up to russia but said tragically this may not be over anytime soon. take us through what else he had to say and his mission on the trip. >> reporter: well, obviously there's a tremendous amount of concern about this nuclear power plant incident in ukraine. the secretary general of nato saying this morning it was reckless by putin. it shows the dire need for this conflict to be deescalated. i got to tell you we're not seeing any signs here at nato that this incident is leading to anymore appetite among the nato allies or the u.s. for getting involved directly in this conflict. in fact, it's exactly the opposite. the incident seems to have really hit home for people the dire stakes here and the risks of this conflict escalating even further. with the secretary general saying after he met with blinken and other nato ministers, that there's a consensus they should not intervene, not only with u.s. or nato troops on the ground in ukraine and with a no-

i want to bring in nbc news correspondent josh letterman.d the look at these nato drills. tell us more. >> reporter: hallie, the talk about how an attack on one is an attack on all and defending all of nato territory might seem hypothetical in the past, right now it's immediate in for the for the u.s. and nato troops who have gathered here for exercises to make sure they are ready to carry out that mission if necessary. we watched today in the war games and fascinating. they essentially broke up into two groups. americans today playing the attackers. multinational troops on the other side. they switch it up and after they break the two groups up they let them go at it in the forest replicating real world conditions they could find trying to repel an attack from russia or another adversary. this is something that nato does regularly and fresh urgency as the countries on the eastern flank of nato including latvia so concerned if president putin overtakes ukraine they could be the next targets. i spoke about what type of message they try to sen

joining me, josh letterman in brussels. antony blinken spoke from there today.ay it is a nonstarter. >> reporter: that's exactly right, ali. there are growing calls in europe for a no-fly zone. when we were at nato headquarters yesterday, we could hear from headquarters chants from protesters outside of nato demanding to protect the skies over ukraine, but both nato and the u.s. very clear that that would involve basically bringing nato and the u.s. into a potential conflict with russia, saying there's actually an obligation for the west not to allow this to morph into a european continent wide land war, and in fact, in some comments that president putin made a little while ago in russia as he was speaking to employees of the state-run airline, he underscored what some of the challenges are for the west to do that. president putin saying that any country that imposes a no-fly zone in ukraine would be making themselves a party to the conflict, so while that seems to be off the table for now, the u.s. and nato allies focus on shipping significant weapons, lethal w
