>> good morning yasmin. from moscow where the dizzying diplomacy continues, secretary of state rex tillerson has flown out. syria's foreign minister has flown in for his talks with the russian foreign minister sergey lavrov. there is no u.s. readout of the meeting between rex tillerson and putin. mr. tillerson hasn't spoken to the media, not that we know of anyway, but the russian media have been speaking to vladimir putin's official spokesman, dmitry peskov. he says putin used the meeting to give tillerson his analysis on why u.s.-russian relations were at such a low point and also his analysis on syria. peskov said the tone of the meeting had been fairly constructive. now, that seems to me to be almost damning with faint praise. he said putin hoped his message would be relayed to president trump, but peskov said they did not discuss any future meeting between trump and putin. the earliest that could come is the g-20 summit in germany in july. so no visible warmth between mr. tillerson and mr. lavrov and no

yasmin? >> kelly, do we know anything more about the timing of this letter? is it possibly because we've been hearing calls about the legality or the questioning and the legality of these strikes? >> i don't think it's that complicated in that it would need to be signed by the president. it takes a little time for that. the white house would need to be prepared to argue the legal basis by which the president made this strike and that's what they are laying out here. so it's not unusual that it would take a couple of days for this sort of a formality but what is interesting, is itt givs a sense that the president was trying to prevent the use of the chemical weapons and that was a strategic interest and using the key phrase vital national security interest. that gives him wide latitude under the constitution to take this kind of action. yasmin? >> we'll talk to a congressman later on in the show who questions the legality of the strikes. kelly o'donnell in palm beach for us, thank you. >>> mea
