ktvu janine de la vega is in san bruno this morning. you have all the details.good morning, dave. investigators say the scam was going on here at this chevron station behind me. they say that a former manager here was using something sharp. like a pen to scratch off the bottom of a scratcher lottery ticket so that she could see a code. now investigators say that 27- year-old shib move staff fa used that code to see which ones were winners and which were losers. the person selling the lottery ticket has the ability to enter the code into the lottery system to check which one is the losers and which is the winner. that method of cheating is called pinning. >> this is is computer fraud. what they were doing with this tickets, they were still rung them through their computer system. and so the felony charge here are computer fraud. using the computer for the commission of a fraudulent act. >> mustafa was arrested and facing five felony counts of computer fraud and misdemeanor charge. he stole $300 and possibly much more. the da office says they hope this will prompt

a gas station work never san bruno charged with cheating lottery ticket customers. purposely selling losing lottery tickets and keeping the winning tickets for himself. ktvu janine de la vega is live in san bruno to tell us how investigators solved this scam. >> reporter: an alert customer bought a ticket and noticed that there was something strange about it. there was a scratch at the bottom of this. he bought this at the chevron on rollingwood drive. and then that person alerted the lottery commission. the lottery commission noticed that that raised a red flag. they sent out under cover investigators to see if tickets were being altered. investigators say the gas station manager had been pinning. it's a way to cheat the system. a pen or sharp object is used to i veal a verification code on a scratch ticket. the manager was checking the secret codes in the lottery computer system to see which were winners and which were losers. 27-year-old side was arrested and faces five felony counts of computer fraud and misdemeanor charge. >> this person would do that little sc

san bruno, so foggy, chris richardson cannot see el camino.ther areas reporting thick fog but there's also a beautiful sunrise if you are up above it. that fog down below and then the higher clouds. we have the fog advisory out. now, it's around the bay and then north bay. some of that has worked its way into the east bay. livermore, concord. pleasant hill. it's a nice sunrise there. some of that fog working its way towards sfo, san bruno, daly city. the last rain was back on december 24th. we've gone a long time without any. there's a possibility maybe late saturday into sunday although i'm not really sold on it. i think it's going to weaken considerably. it's not an issue until after friday. let's deal with it then. the higher clouds coming in. it's just really not going to do much unless you are up north and the sierra. light stuff. another spare the air. the 11th consecutive one in a row and 17th so far. the air quality does not look like it will look that great. maybe tuesday/wednesday but i doubt it. i think fog will be in the picture. 4

a handful of people died in san bruin bruno. would be thousands of people that would die, including myself. >> phillips 66 has responded with a statement reading in part union pacific safely transports a variety of products, including crude oil, through san luis obispo county every day. we have confidence in union pacific's capabilities and are working closely with the railroad on this project. >>> california considering a new plan to fix roadways across the state is already drawing criticism. the plan is to replace the gas tax and charge drivers for the number of miles actually driven. governor jerry brown says california has a $59 billion backlog of maintenance needed on state highways and bridges. state funds to do those repairs dwindling because of the increase in hybrid and electric vehicles and also falling gas prices. critics say hybrid and electric drivers should be rewarded not penalized, and heavier vehicles should pay more because they're tougher on the roads. brown has set up a 15-member commission to study the issue.
