( robin ) a big story we are following this morning... governor brown has vetoed a measure that would allow san francisco to open safe injection sites. the governor says quote: enabling illegal and destructive drug use will never work. san francisco has been trying to be the first city in the u-s to build a safe injection site. san francisco could still choose to open such a site, but it would be in violation of federal and state law. mayor london breed... released a statement saying the city will continue to work with the community to come up with a solution to the city's drug problem. ( robin ) governor brown has approved a law... stating that all law enforcement agencies will be audited for rape kits that have gone untested.

we are staying on top of breaking news in the north bay. thousands of pg&e customers are still in the dark this morning. >> the company decided to cut the power in areas under red flag warnings in an effort to prevent wildfires. this is calistoga where the power was turned off 9:00 last night. this restaurant hoping it comes back on soon because they about $10,000 worth of food in the fridge. some school districts, including calistoga joint unified canceled classes today because of the power outage. >>> the power is still on in areas under the red flag warning. one man agrees with the decision but he still had to be ready to go because no power means no internet or phone service. >> i got my small go bag here. >> reporter: pat abercrombie says he's ready for a power outage or a fire evacuation. >> if we have to get out of here, backing out into the road, slowing everybody else down when you need to evacuate is not a good thing. >> reporter: he supports the preemptive efforts of cutting power to avoid devastating fires. >> say downed power l

north bay and the sierra foothills without power. pg&e cut the power because of the extreme fire danger conditions. many of last year's wildfires were caused by power lines so tonight the power is out for 17,000 customers in sonoma county, napa county and lake county. the power went out after 8:00 p.m. tonight. we have live team coverage on the extreme fire danger and the power outages. ktvu's andre senior begins our team coverage. >> reporter: in downtown nesses power but so are traffic signals like the one right here behind me. police out here, placed stop signs to guide drivers through the area but 8 miles from here the situation looked much different. >> the lights were bright sunday evening. this business could have been sitting in the dark because they are on pg&e's public safety and power shut off list. >> i think it is a good idea. >> reporter: since the equipment has been blamed for causing some of the fires one year ago it has taken steps to ensure it doesn't happen again. but not all agree with the approach. approach. >> w

this weekend marks one year since the devastating north bay wildfires. nearly 3,000 homes were destroyed in santa rosa and some of those belonged to the very firefighters risking their lives to save other people's homes. "today in the bay's" jodi hernandez spoke with two firefighters who didn't hesitate to hit the fire lines no matter the cost. >> i would venture to say i will never see anything like that again. >> reporter: tony neill has been figtding fires for 21 years but what happened last october is something he never imagined he'd be faced with. >> this wasn't just someone else's home that you feel bad for. it is your house, your entire street, your entire neighborhood. >> reporter: neill was asleep at home with his family when he was awakened by an automated phone call telling him to evacuate. >> all i could see was this massive wildfire coming down the road. >> reporter: neill and his wife immediately grabbed their two sons and their dog and drove out. >> we knew when we left our house that we weren't coming back to it. >> reporter: once his fami

and the north bay coming up. we'll show you the temperatures tomorrow, which will also surprise a lot of people by how warm the forecast gets during the day. a look at that coming up in about 12 minutes. >> all right, rob, thank you so much. pg&e's planned power outages to reduce the risk of wildfire may include communities near santa rosa tonight, but not customers in the city of santa rosa. the city posted earlier today on the facebook page and on the website letting folks know pg&e could conduct a power safety shutoff. since then, these fire chiefs say santa rosa will not be impacted tonight, but he also says he is preparing for windy, dry conditions across the county. >> in the past, we would only up staff if we were drawn down, meaning we had resources out of the area fighting fires. in this case, there is no resources out. cal fire is fully staffed. the county is fully staffed. but we have since upstaffed. >> right now the expectation is that about 400, 415 customers in sonoma county might be impacted. >>>

you can see the areas, higher elevations of the east and north bay and the inland valleys. this stays in effect till noon on monday. so most of the heavy winds will be tonight. a high wind advisory as well, mimics the red flag warning in the same areas. you care about the model here. 3:00 a.m., if you look you can see this is the max winds. this -- 2 a.m., 3:00 a.m. in the morning, off shore wind flow, strong gusts. in these areas that are -- have -- being monitored -- higher elevations 50 miles an hour. so 3:00 a.m. in the morning. 8 a.m., they start to back down. this is in the north bay, a late night, this is how they work, late night, early morning vent and noon when they drop the red flag warning the winds let down. the red zone, if you will is between midnight and 3:00 a.m. in the morning for the strongest gusty winds. similar to what we experienced last night in the north bay it will be -- not the timing but the velocity. >> thank you very much. >>> the contra costa county fire protection district added resources in response to the red flag warning. fire officials ad

winds of 15 to 30 mph with gusts of 45 to 60 mph in the north bay mountains tonight. it is possible isolated gusts will approach 70 mph. in addition to the red flag warning that goes through noon monday for the north bay mountains, a wind advisory is also in effect and goes through 10 am monday. winds are forecast to diminish by monday afternoon, but dry weather with mild to warm temperatures will persist through the week ahead.
