and this morning, sherrie johnson with details. a lot of people down south upset about this. >> reporter: yes, a mississippi judge is putting his foot down. this comes after outgoing governor haley barbour approved full pardons for 199 people. this includes 14 convicted murderers, five convicts were released sunday. the law requires pardon requests be published 30 days in advance, that didn't happen for some of the people. the state's attorney general says haley barbour often acted as if he were above the law. >> he ran the state and governor's office, didn't follow the law. this is a very simple constitutional provision. the governor just didn't even follow it. it was clear he had to have this information and didn't obtain it before signing the pardons. that caused a public safety issue. these families are afraid out here and these victims have been through a terrible amount, it's a slap in the face to all the law enforcement in the state of mississippi. >> reporter: barbour released a statement explaining 90% of the individuals w

sherrie johnson with what we can expect on the campus. it's a campus in mourning. >> reporter: that's right. we're here in west baltimore at the entrance of coppin state university where a little later this morning, 20 students will board a bus headed to washington, dc for justin's funeral. we introduced to justin in may of 2010. i had the pleasure of interviewing him and getting to know him a little bit. as he was working to complete his degree in sports management. after six years and many medical challenges justin received his degree in december of 2010. that was quite an accomplishment for him. he battled osseo sarcoma, it spreads throughout the body and attacks the lungs. a few months ago his health went downhill. on january 2, 2012 he passed away with family and friends surrounding him. his mother remembers his last moments. >> i kissed him on his head. i told him, i said mom is proud of you, prouder of you now than i've ever been. but it's time for to you take your rest. you're tired, you've been fighting a long time. it's time for

sherrie johnson joins us live with a preview. it appears the world of education is getting smaller and smaller. >> we are here at st. paul school for girls, an exciting day. later they will have an open house and invite teachers from other schools to learn about flipped learning. this morning, i have dr. monica, head of school, and also don adams , the chair of the math department to talk about flipped learning. let's talk about how this benefits children, the students. >> teachers are our greatest resource. it enhances the amount of time teachers can spend with students and increases the quality of the learning experience. flipped classroom works well for all teachers and we get the best of the resource. >> can you tell me, you teach algebra, can you tell us about how it works? >> in your traditional classroom, you sit down and the teacher lectures to you. there is not as a lot of one on one interaction. in flipped learning, we do it the opposite way. the home work is watching the lecture on line, and then when they come in clas

sherrie johnson visited them as they prepared. >> reporter: students at the technical high school inst baltimore are hard at work. they're preparing for the maryland pro start student invitational, a chance for students to put their culinary skills to the test and compete for over $600,000 in college scholarships. >> anytime you compete, you learn how to work together, how to community kate. the opportunity to network with the industry professionals that are judging. we have folks from post secondary education. we have master chefs who are judging. those opportunities are life changing. >> reporter: high schools across maryland square off. it teaches students about the rust restaurant -- restaurant and food services industry. students will go head to head in the competition. students have one hour to proan appetizer, entre, dessert with two burners. they will be judged on check-in, knife presentation, taste -- knife skills, taste and preparation. >> i want our students to be able to say they had a good experience in high school in their culinary arts program, that some of the student

sherrie johnson joins us live with more on the preview of what we can expect. this is going to be a great event for so many across the worlds. >> reporter: we are here live at st. paul school for girls. they will have an open house to learn more about the flipped classes. they will be focusing on algebra one and two classes. dawn adams is the chair of the math departments and teaches algebra one and two. what is flipped learning? >> in the old classrooms they go home and complete problems for home work. what we have done is used live technology and the students watch the lesson on line, and then when they come in to class, they are able to complete the problems with the teacher present. >> reporter: show us about how it works. >> i will give you an example of a lesson they get on line and go through the class web page and just hit play. it's explaining to lesson to them now. >> students can, if they want to, fast forward, if they understand, or if a student has difficulty and wants to slow the lesson down, they can pause. >> this is taking me back. >> i've had

sherrie johnson has been pouring through that data. she has a report for us now and what did you find? >> reporter: it's about 170 pages long and this report gave maryland public schools a d plus. this report come is from the national council and teacher quality. it works to ensure that every child has an effective teacher. maryland schools improved in public education between 2009 and 2011. maryland improved slightly. they went from a d to a d plus so a little improvement. they remain the same with c plus in expanding the teacher pool. there was a slight improvement from a d to c in identifying effective teachers. but it does show that the state slipd when it came to retaining teachers. and maryland received and f in getting rid of ineffective teachers. and maryland's overall progress from 20109 to 2011 ranked number 17 nationwide and the state received a moderate report. you can find all of this information on abc2news.com. the story is the slide show once click on the story, we actually have a link here to the national council on te

sherrie johnson has been looking through the documentation overnight. and she's telling us right now what she's got. >> reporter: i just got off the phone with a couple of county educators and they were not able to give me a comment because they said they did not know enough about the report. i found highlights from recent progress in maryland schools. we're talking about evidence of student learning and teacher evaluations and more program requirements. overall, this new report gave maryland public schools a d plus. this comes from the national council on teacher quality. it's a research and policy group to make sure that every child has an effective teacher. maryland improves slightfully delivering well prepared teachers and they remained the same in scanning the teacher pool. there was a light improvement in identifying affective teachers. but the state slipd when it came to retaining -- slipped when it came to retaining teachers. maryland's overawe progress ranked number 17 nationwide and the state received a moderate report. you can find more infor
