in the digital operations center, george spencer, nbc 10 news. >> thank you, george, see you in just a few. as we reported in the past half hour, the french president blamed isis for the attacks, and moments ago, isis released a statement taking responsibility. the attacks in paris are having a ripple effect in u.s. and philadelphia. homeland security experts say we should expect to see higher levels of security around our airports and train stations like suburban station and 30th street station in philadelphia. meanwhile, the french consulate is boosting security as well as in other parts of the world. there's no known threat to philadelphia ors area, but they are stepping up security for the eagles game tomorrow. we spoke with a restaurant owner in center city who is from france. he is owner of the caribou cafe on walnut streeting from france last weekend and spent last night checking on friends and family. he was unaware of what happened until we spoke to him and told him. he says he can't believe that such a large scale attack was carried out in paris. >> crime against humanity,

live tonight along the parkway, i'm george spencer, nbc 10 news. >> george, thank you.ollege students across philadelphia demonstrated their solidarity with france following the terror attacks in paris. this afternoon students at the university of pennsylvania law school gathering on campus. there was a moment of silence for the victims. and students held up signs that said terrorism has no religion and talked about not singling out a specific group of people. as for that hot button issue of what to do about syrian refugees, this from new jersey today, it will no longer accept them. the governor, governor chris christie, sending president obama a letter saying syrian refugees are no longer welcome in the garden state. that despite the fact they've already accepted 75 refugees so far this year. as for delaware and pennsylvania, they will allow them. syrians have a big presence in allentown and scranton, for example. in fact, 38 refugees accepted in that area in the past year. nbc 10's doug shimell joins us live from allentown with more on that tonight. doug? >> reporter:

george spencer is joining me now with the update. george? >> rosemary, so france is six hours ahead of us, further into their day. the french president is now saying that the islamic state is the one who orchestrated the worst astacks in france since world war ii confirms that french leaders will hold an emergency security meeting coming up in the next couple hours as they try to figure out their next steps right along with the rest of the world. the attacks last night, a busy friday night in the human world city, attacks occurred almost simultaneously. the french president is already vowing toattackers, what he sais morning. and witnesses in the concert hall that suffered the heaviest massacres, described in the accounts read as a scene of carnage. that concert hall, one of thee most popular in all of paris. >> from my understanding as well as george, following your reports and other reports from agencies overseas, sold out concert, and one described it as a blood bath. >> imagine the people in there, you know, because we know how crowded i

i'm george spencer with "nbc 10 news." >>> and from george spencer let's go up in the air to sky force 10 and dean na durante with breaking news. what can you tell us, deanna? >> reporter: take hack. you see a car on fire near montgomery drive and the schuylkill expressway. sources tell us the car on fire was a stolen vehicle and hit another car. we're hearing police may have two people in custody. you can see on the ground there a number of accomplishes including marine unit. we saw pennsylvania state police on the ground as well as philadelphia police. we've also seen philly police in the air surveilling the situation. you see the car on fire. we saw two airbags deployed in that vehicle. we don't see any ambulances on scene yet. also we're hearing that two people may be in custody with police at this point. again, a stolen car there on fire. another car and we're waiting on word of injury. that's the latest from sky 4. >> thank you. >>> on this thanksgiving eve, it's likely to be a busy night on the road. the night before thanksgiving is a big night of peytoning and also drinking and

the french president giving a statement moments ago, and george spencer is here to fill us in. ge? >> we have significant new information from this update. the french president has just said french intelligence is not really indicating the attacks were carried out by an islamic state group. they described the attacks as, quote, an act of war. it was during that same update he gave the newest number on that death toll. the death toll he now says stands at 127 souls. he says these attacks were orchestrated and planned from abroad. he's now declaring three days of national mourning coinciding from what we reported, rosemary, the idea that french national sites are closed today. obviously, given the attack on the soccer stadium there, americans here at home will be watching our big weekend sports events very closely. >> that's right, we know there's increased security at lincoln financial field for the eagles tomorrow. >> similar story, really, nfl games, other games nationwide through the weekend. >> anyone headed to any games, keep that in mind. >> absolutely. >> thank you, george

and george spencer found many more stayed safe, thanks to the quick response by neighbors. >> that's when i started freaking out, because i'm like, it's going to take the whole building. naomi diaz watched in horror as this for seemed to explode overnight, a bright orange ball of flames against the night sky. michael could see it from his home five blocks away. >> i walked out into my driveway and the flames were like 50 feet in the air. >> reporter: for diaz, the fear was acute, her pregnant sister lives in the building on the ground floor. once firefighters arrived, they rescued one of the stranded tenants and neighbors rushing door-to-door rescued another fast asleep. >> there was a lot of confusion, as far as making everybody was safe. >> reporter: out in front of the building here, you can see this melted metal panel, and a pile of burned up belongings. witnesses say the fire likely started in the first floor unit here, possibly in a back bedroom and then spread up. nbc 10 watched as fire crews returned around midday, checking to ensure there were no lingering hot spots. all tol

nbc 10's george spencer joins us live along the ben franklin parkway. the marathon means a lot for the city. >> reporter: it really does, jacqueline, and this race has grown tremendously over the past 20 years or so. they are expecting some 60,000 spectators out here on sunday morning showcasing the city before a national and international audience. along the parkway now lined with barricades, runners will begin and end their racing challenge, but along the way on the course that winds across center city into university city and along the schuylkill river, some 30,000 runners get a street-level view of the city philly's become. >> you see everything good in the city. it's like the perfect tour. if you could take a tour of the city, that's what you'd want to see. >> reporter: mark has raced in every philly marathon, sunday will be his 22nd. the race has grown tenfold since he started in the 1990s and has become a spotlight on the city. it's just the type of spotlight that serves us well, according to the mayor and to corporate sponsors like comcast, nbc

nbc 10's george spencer has been tracking the city's marathon prep all week long. george, it all starts early tomorrow morning. >> reporter: many of the road restrictions actually take effect overnight and then the race kicks off from this area of the parkway right at 7:00 a.m. tomorrow morning. you can see the barricades are up, the warming blankets are ready to go as people from around the world descend on philly. at the starting horn early in morning runners stepped off for the first race of the weekend, a preview of tomorrow's main event. and this afternoon we found the marathon crowds enjoining philly's attractions like bev at the holiday market outside city hall. >> we love coming here, seeing city hall, the scaffolding is down, it's so beautiful. >> reporter: the philadelphia marathon has become a signature event for the city, now ten times the size it was when it started 22 years ago. visitors like the shae family from syracuse are walking our streets and enjoining the sounds and the sites. >> philly is a lot bigger, definitely. >> different than syracuse, n

nbc 10's george spencer joining us live outside the courtroom. jury had a few questions today during deliberations. >> reporter: first of those two questions was purely procedural. but the second question, the jury asked to have secret recordings of a conversation between fatah one of his friends replayed for them again. an indication that this jury is zeroing on the defendant's own words. >> i'm not nervous at all. i'm looking forward to the jury decision no matter how long it takes. >> reporter: chaka fattah jr. sounded a familiar refrain awaiting the verdict, complete confidence, he says, the jury will clear him to charges that he lied to banks to get loans from lavish spending. no new testimony today, only replaying of old recordings, so the last arguments jurors heard were yesterday's passionate closings when prosecutors said fatah's whole case was just talk. >> he might think you're impressed with the former governor and mayor came in here. but nothing they had to say had to do with anything. this man's scam artist. >> objection. >> overrul

nbc 10's george spencer was in the courtroom. george, some really passionate arguments today. i know prosecutors called fattah a cheat and a deadbeat. >> reporter: that's right. passion and indeed with those prosecutors, jacqueline, shouting at times in front of a crowded courtroom. among the observers today, congressman chaka fattah sr. listening as the government described his son as a scam artist. >> they called you a scam artist up there. your response? >> i'm not a scam artist, i'm a businessman, a legitimate businessman who's made over a million dollars. >> reporter: for chaka fattah jr., that was the crux of his closing argument. he painted himself as an entrepreneur photographer, consultant, and educator, devastated by an overreaching government case against him. his father, congressman fattah, listened closely, sometimes appearing concerned as his son summarized the defense and then as prosecutors laid into it. do you think you presented a clear enough case to this jury? >> i think so, but again, i'm no experts on juries, this is my first trial and hopefully my last.

nbc 10's george spencer is live in south philadelphia. orge, fans can't be reacting well to this. >> reporter: keith, it's not a pleasant thing, but unfortunately some of them agree, admitting they are frustrated. it was usa today that called philadelphia the saddest pro sports team in america. fans said today, it's tough times no matter which of the venues you head to here at the stadium complex. outside the linc today you might think the eagles flag should be at half staff. after all, many fans fear this season is done after yesterday's defeat in detroit marked the third loss in a row. >> it's disappointing because as philadelphia fans, you put so much into the teams. >> reporter: it is a tough time to be a fan of any of philadelphia's major sports teams. >> another heartbreaker for these young kids. >> reporter: the sixers have at the worst, winless at 16 games. in baseball, the phillies are trying to rebuild. even the flyers are near the bottom of their conference. all in all, this four-team stadium complex is a tough place right now.

george spencer has been in the courthouse in philadelphia all day. >> rosemary, the judge just dismissed jurors at 4:45 this afternoon. they had come back into the courtroom shortly before that with their third question of the day but told the judge they wanted to address that question when they return tomorrow morning. now, chaka fattah jr. insisted earlier today, recently as this afternoon, that he remains confident about all of this, saying he defended himself as best he could against the massive resources of the federal government. now before that final question today, the jury had asked two previous questions, the first question just procedural. the second question, though, a series of secret recordings which captured fattah conversing with his former friend for 90 minutes this afternoon, the jury listened to recordings for a second time. you hear fattah talking about high dollar gambling sprees, luxury cars that he and his girlfriend were driving as well as bank loans which prosecutors say he obtained illegally. come back live, as we were watching up in the courtroom, you could tel

nbc 10's george spencer is live at school district headquarters. george, i know you've been tracking this issue the entire school year and this comes at a really difficult time for the district. >> reporter: it really does. of course, the state budget crisis is hitting the school district's bank accounts, students are expected out front in just about half an hour for an unrelated protest, and then to top it all off, the school district's new substitute teacher program has simply been unable to meet demands. seven out of every ten daily vacancies are going uncovered. at northeast high school in philadelphia, students and teachers are enduring their piece of a district-wide crisis. there simply aren't enough substitutes to cover the gaps for ill and absent teachers. >> it's really a travesty for those kids and for the teachers. >> reporter: 14-year teacher dan lynch says other teachers are trying to fill those gaps. for the first time this year, the school district outsourced its substitute staffing to a new jersey firm called source for teachers. but

. >> nbc 10 george spencer is live in chester following the latest developments. george? >> reporter: jacqueline, especially alarming because we're told the chase apparently unfolded as school was letting out and kids were walking home in this neighborhood. the suspect apparently ditched his car in this empty lot in the middle of the neighborhood and ran off on foot, sending the neighborhood into lock down. nbc 10 was on scene as police and their search dogs set up a perimeter in this area and combed the neighborhood looking for the suspect. this all apparently started about six blocks from here when undercover officers tried to pull over a suspect driving a cadillac escalade. the suspect had an outstanding warrant. he panicked and sped off, hitting a police car with an officer inside as he left. the chase ensued, moving around the neighborhood, even entering i-95 for a while, then returning to local roads before finally the suspect ditched his car in this vacant lot on merry street. this is the suspect, this is the field where the suspect apparently ran away, leaving the

nbc 10's george spencer joins us live for a meeting that's just getting under way. george?e school district now admits that the substitute teacher outsourcing has really not worked out as anticipated. most everyone agrees that this problem needs a quick fix, but they do not all believe that the fix announced today will actually work. in classrooms across philadelphia, there is a critical gap, far too few substitutes to fill the 500 to 600 daily teacher absences. at northeast high school it means teachers like christopher frank are doubling up and filling in, covering classing with as many as 60 students. >> as a school of over 3,300 students, i think it's taxing both the students and the teachers. >> reporter: finding enough substitutes has always been a challenge, but at the beginning of this year the school district outsourced that challenge to source 4 teachers, a substitute staffing firm in new jersey. since then, just 3 out of every 10 teacher absences have been filled on a given day, and sometimes it's even fewer. >> the numbers have been very, very low since the very

george's county. news 4's darcy spencer is working on that story and we'll get to her in just a couple of minutes. as a matter of fact, we do have darcy right now. darcy, go ahead. >> reporter: erika, was there a murder-suicide in kettering one week ago in the early morning hours, and tonight if you take a look behind me you can see dozens and dozens of friends have gathered here for a candlelight vigil. the friends are telling me that they have no idea that there may have been domestic violence in the home and they want to draw attention to that. antoine sullivan killed tonia wilkerson sullivan one week ago here in kettering, and then he took his own life and this was the result of an argument that happened inside the home. tanya sullivan was the president of a women's motorcycle club in maryland and the mother of four children. the youngest is just 3 years old. her friends tell me that they had no idea that she was having any sort of trouble in the home with her husband, and as a matter of fact, they had only been married for a matter of months, and you can see here the number of people who have

. >>> i'm darcy spencer in upper marlboro where a man has been sentenced to 65 years for shooting and killing a prince george's student. a student at suitland high school. he was carrying a shopping bag with boots he had just bought for his girlfriend for valentine's day when he was robbed and shot in the back by williams and four other men. williams apologized to the victim's mother and said he is not a bad person. his attorney said he had a low i.q. and smoked a lot of marijuana including pot dipped in embalming fluid. prosecutors say he shot someone later the same day and was responsible for a shooting six months earlier. the judge said he terrorized the community. >> tayvon williams is a person who inflicted terror not only on this community. >> i feel no remorse for the man who just got the time. i think he deserves every minute of it because i didn't get to see my son hit 16, 17, 18, father a child, nothing. >> reporter: the other men have already pleaded guilty for their roles in the robbery and shooting and they're serving sendences ranging from 10 to 40 years behind bars. >> in upper marlboro, darcy s
