"today in the bay's" kris sanchez is live in san jose. is, this strike you think is expected to start within the hour or so? >> it is schedule to start. we see the picket signs are starting to arrive. all of the tents are starting to arrive. and the workday doesn't start until a little bit later, but as those workers start arriving here we definitely will see some of the businessiness outside the courthouse that we expect today. though we're not expecting it to be busy inside the courthouse. the clerks were on the picket line on monday warning of this work stoppage that is set to begin shortly this morning. nearly 400 union workers declared a strike because some of them have not had a pay raise in eight years. and they are refusing what the county is offering because it's not an ongoing raise. now, that means that issues for nearly anyone who has business with the court so in preparation court management put a contingency plan on place closing the clerk's offices in morgan hill, palo alto, sunnyvale, also limiting business in civil family

we are live at sfo with kris sanch sanchez.. >> reporter: what a way to wake up this morning. a lot of these folks have been here since 4:00 this morning. the like is moving but very slowly. you can see the line snaking all the way around. and the ticket agents are busy. they're issuing tickets at this point. if you look at the board, the departures board it looks lying everything is back to normal. that's part of the problem. the computer glitch is affecting the information that is going to the computer systems. so it looks like it's okay but everything is not back to normal just yet. delta is updating passengers and us via social media because the i.t. problem is even impacting their websites. also, their phone lines. here at sfo hundreds of travelers are in line. some of them have been in line since 4:00 this morning. a few of them since last night. some of them didn't know about the delta computer glitch until they got here. delta is advising travelers to call ahead before coming to the airport. one travellers tells us it's

kris sanchez is live there within an update. quite frightening for people, kris. >> reporter: it's really frightening. in the, it's a little bit confusing. you mentioned these were unoccupied vehicles. ok actually they were occupied, people were driving along the blossom hill corridor and were perhaps out of the area before they knew what hit them because it's happening in the darkness of night. this is the. tenth shooting. police have discovered. they have been trying to gather clue, track down potential sniper. as they're gathering clues they've also realized that there were more cases than initially thought. the latest one happening just on thursday. there have been ten shootings in total since may 4th. again, the most recent just happened on friday, i should say, all but two of them have happened between 12:00 and 1:00 in the morning. now, the shooter is firing a single shot at moving cars. no one's been shot but two people have been injured by flying glass or metal. police in the area and people hope that they track the shoo

kris sanchez is live in san jose this morning. city leaders calling this a state of emergency. >> reporter: right. it's 234not exactly the kind of state of emergency we would see during a natural disaster or if the city was under siege, for example, the with protests but what this does is releases police chief eddie garcia from some of the terms of the contract between the city and his police officers. this means that chief eddie garcia will be able to put more patrol officers on the streets. now, even then the chief has officers working mandatory overtime and there still are not enough officers for patrol. some officers have taken to sleeping in rvs on city property because the turn around time they say is just not enough time to get home. some of them live in the outlying areas in the bay area. this state of emergency means that the chief would be able to shift 47 officers into patrol. this affects the bidding that is allowed under the contract. that means officers can choose either to go to patrol or other assignments and often

"today in the bay's" kris sanchez is live in san jose this morning. is, the situation is being called now a state of emergency. >> reporter: right. it sounds dramatic, laura, but this is essentially would allow the police chief to work around some of the terms of the contract between the san jose pl police officers union and the city of san jose. take a look at why this is necessary. the sjpd has 176 fewer police officers than it did just five years ago. these numbers from the city manager. because of that san jose police officers are already working mandatory over time. the average is about extra five hours. some officers have taken to sleeping in rvs on city property because they say the turn around isn't long enough for them to get back home. look at the message sent to sjpd officers on saturday. swing shift is shorten officers. by the way, the day shift was 11 officers and four sergeants short as well. so this state of emergency would allow the chief to shift 47 officers to patrol, all together without asking for volunteers. it would bypass bidding

at san jose state, kris sanchez, "today in the bay." >> kris, thank you very much. >>> it was a wild scene that played out on 880 in san jose last night. what could have been a very dangerous scene after a tour bus with passengers onboard dauth fire from the back of the bus. it hoppappened shortly before 10:00. the fire was in the back of the bus where the engine is. the chp says the quick thinking driver was able to get everybody off the bus in time. there was several passengers on the bus. and passengers and driver were able to safely escape the bus and they were taken off the freeway to a safe location. >> it's not clear how many people were actually on the bus but the tour bus company did provide a second bus to get those passengers to their destination. the tour company has offices in san jose. now we don't know exactly what sparked the fire but "today in the bay's" bob redell has beening looking into this. he's at the company's offices. he will bring us a live report in half an hour. >>> concerns over public safety mounting, san jose city leaders followed through an an unusual

kris sanchez is live in san jose. while the strike is over, the courthouses are feeling the impact. >> reporter: right. it's going to be a nice, quiet morning outside in front of the hall of justice. inside i would imagine a flurry of activity as chloric clerks log of eight days. they finally came to an agreement their union and with the court administration. they'll be back on the job at 8:00 this morning. the 300 or so workers on the picket line for the last eight workdays. they spent sunday morning and afternoon in an auditorium at the sheriff's department voting on the agreement their union reached with the court administration. though the court is facing a $5 million deficit, it agreed to give them a raise this year and next and a shorter contract so those clerks can renegotiate in 18 months instead two of years. what the union did not get is the back pay for the eight days the workers were on strike. the union will try to help them through a go fund me account at $44,000. the union president sent me a statement

"today in the bay's" kris sanchez is live in east palo alto this morning. kris, every time there's a big storm this is the creek we watch very closely. >> reporter: definitely. we have been out here covering the flood waters as they flow from the san francisquito creek under the freeway and over the freeway into the condos across the bay shore freeway. in fact, we have video of flooding from the past el nino rains of this last winter. sandbagging happened then as well. you don't have to live around here to know how bad it can get because if you commute on highway 101, then chances are you've seen some of the freeway flooding here as well. but the winter rains are only one reason for this project. this area also needs protection from rising sea levels because of climate change. in fact, the san francisquito creek could not withstand 100-year flood at this point. today's ground breaking is for a $41 million project to protect areas that have ended up under water before. that includes some 5700 homes and businesses in east palo alto but also in palo alto and me

"today in the bay's" kris sanchez has been comping this story. she join us live from san jose. kris, this little girl is fighting more life this morning. she's in critical condition. >> reporter: she is. she has 14 different fractures in her little body including a skull fracture that doctors told investigators could not have happened by accident. we expect we'll learn more about that later today but the baby's father 32-year-old matthew zabala, was arrested at the family home in san jose's burbank neighborhood. he is now here at the main jail and will appear before a judge today. the charges are related to a savage assault on the infant baby girl who arrived at valley medical center by ambulance on tuesday afternoon. at that point she was already in cardiac arrest. doctors examined her the reason became apparent. >> doctors conducted x-rays. they learned that there was over 14 different fractures throughout her body, including her skull. in this young 6-week-old infant, she's at a point in her life, the most vulnerable point of her life. she can't even feed herself. it's a horr
