richard jordan live with a look at what the d.c. council will try to accomplish the. richard?>> aaron, no one likes to get a ticket from one of the speed cameras or red light cameras, especially if you're not the one that broke the law. but the inspector general said that is happening more often than you think. the district is making $89 million a year from the cameras, sprt speed cameras and red light cameras and the same amount by tickets and citations from actual police officers. but according to the inspector general they are more concerned about bringing in money than finding out who is at fault. there are substances where there will be two vehicles in the frame, making it difficult to tell which driver is actually speeding. there's a process to determine which driver would get the ticket or which vehicle that ticket would go to. but according to this report, it's not always done correctly. and at times the wrong driver could receive the citation. at that point there's not much they can do but just pay the fine. the council will be looking at the issue today. they have sa

richard jordan is live at the brown education campus in northeast with what this means for you. richard, good morning. >> reporter: good morning. the objective here is to get kids through the school doors and into the classrooms. it can be a lot harder sometimes than it sounds, so that's why you have this program here. a lot of parents are struggling to get their kids to school. in fact, in the district about 20% of students have missed at least 15 days of school or more. so the program is called show up standout. it's been a pilot program in the district for a few years now. it's expanding now to 40 different d.c. schools. also some charter schools. and they really run the gamete as to the type of services they provide. anything that will help you get your children to school on time. if your kids don't like going to school, they will help to find a program at the school or an activity to get them energized and interested in school. if you're having a hard time finding your kids a ride to school, they will find someone who also goes to school, perhaps a staff member or other fami

richard jordan is live at d.c. headquarters now with more on this story. good morning. >> reporter: hi, eun, good morning. if things move forward today, legal gun owners can legally be carrying a gun in the district, carry it on them wherever they go in a matter of weeks. the council will be meeting today to discuss that. this comes after a judge said there has to be a change in d.c.'s gun laws. now, the council is expected to decide today and to give the police department the authority to issue conceal and carry permits. however, there are some requirements. legal gun owners would have to go through an 18-hour training program. first, they have to go through a background check and mental health check. there's also restrictions as to where they can carry their gun. no guns at bars or any other establishment to serve alcohol. not near a school. and also not on public transportation. and that last one, the public transportation seems to be controversial. some gun owners believe that they have the right to travel around, to move around the district with their

richard jordan is live in northwest washington with a look at what prompted this hearing. richard, good morning. >> hi, eun. good morning. this is about fairness. no one wants to take the fall for something they didn't do. apparently that's what's happening. the wrong people getting citations. there are so many speed cameras and red light cameras all over the district. this is what will be front and center at the council hearing later today. a report from the inspector general says these cameras make about $89 million a year. and that's just half of all the revenue that comes from citations. the rest is parking tickets and citations issued by police officers. say you get a spieeding ticket but there are two cars. how do you figure out which car or driver is speeding? there is a strategy to do that. there is a protocol. but it gets complicated and they can't guarantee the person who is speeding gets the citation. the city council doesn't want that to be the case. they want it to be fair. that's why they will be holding this hearing today. the police department has weighed in

richard jordan is at the live desk with more. >>reporter: in just about an hour and 15 minutes, matthew is expected to make his first court appearance out in galveston, texas where he was arrested late last night. police say he did not resist when they took him into custody. police officers also on their way out to galveston to meet up with him, question him, and bring him back to face the abduction charge in the disappearance of uva student hannah graham. matthew went to texas on saturday in this car, a blue nissan accept extra. that's his sister's car. they have been looking at that vehicle since he left over the weekend and had gone missing. someone spotted him on the beach in galveston. that person called 911. that's when police went out. they hope this arrest could lead to some information where graham might be. there is a new missing persons picture out. reward is up to $100,000 for any information that can help police find what happened to hannah graham. they are hoping perhaps matthew will give them information as to wher
