good morning, megan. >> reporter: good morning, patrice. right now homicide detectives are trying to figure out what happened to this baby and could have done something like this. still a lot of unonsed questions here. here is what we can tell you. police received a tip from one of the baby's parents around 8:00 last night. when they arrived to the 700 block of druid park lake drive they found the baby's body inside of a bag buried in a shallow hole. the baby's age and that baby's gender is not being released just yet. we are told that the body was sent to the medical examiner to determine the exact cause of death. again, detectives are working this case right now. we're hoping to talk with them later this morning to get an update and of course we will bring you that information as soon as it becomes available. patrice, back to you. >> don't know much about the baby at this point, but do we know anymore about where the tip came from that sent police out there? >> again, it's still an active investigation so they're not releasing a lot of in

good morning, megan. >> reporter: good morning, patrice. we have been cruising on the same rate without an increase for beck day decades. a right that some drivers say is already too high, now there's a chance it could go up even higher. lawmakers want to inease contract the liability minute mum coverage to $60,000 per injured person and $60,000 per crash. that means an incident crease of $60 on the vehicles on the eastern shore to $50 at baltimore city. it would be the first hike since 1972 and some lawmakers say it's long overdue. >> when you go into the shock trauma it's about $7,500 now to visit, every time to visit. $25,000 doesn't cut it anymore. it really protects the individual who really may be hurt. >> reporter: and also, protects the lawyers representing them. but some say, it could backfire and people who just can't afford that increase, might start driving without insurance. now the senate is expected to debate the auto insurance rate hikes tie today. governor o'malley says if it does pass, he will sign the bill. megan gillilan

i'm patrice harris. we talked about snow yesterday. it came down and it just didn't stick around. that is the kind of snow we like. i looked out the window at one point and it was coming down so heavily. i was like huh. >> here we go again. >> yeah, but it didn't stick. >> a lot of dry air from the south helped to produce or really prevent any serious production of lasting snow. >> did none of our areas get it? >> western counties at ga garret county where there's still a winter storm warning. that area with the help of the mountains and the cold air still have a winter storm warning in the next 30 minutes and it expires there as well. then we're going to see improvement as lot pressure center moves up to the north and east and it brings a whole lot more snow for new england this time around than for us. there's a few light snow flakes, and some of the central counties seeing a few of the snow showers. it would remain light and no significant accumulation at all expected this morning. we are looking forward to somewhat of a drier, let's say mostly cloudy but mixed in with some sun

good morning, megan. >> reporter: good morning, patrice. we are talking about nearly 1,000 people caught by this camera ove over my how older. some of them have paid their fines they got from the camera. now the city has to refund that money, mistakes totaling in the thousands of dollars. this is a camera on the west cold spring lane that the city claims has made these mistakes. it's been operating since february. officials say the camera flapped 922 tickets in error since then. more than 200 people already paid that $40 fine. when you add it up, that is about $9,000 that the city will have to refund. the city has put up new photo enforce signs in this area, but one driver caught by the camera here says the school signs are still missing on one side of the road. >> the whole purpose is to put the speed camera up, is slow down you're in a school zone. if you don't do that, you put up a hidden camera and call it a school zone. it look like they're in it for the revenue, not necessarily the safety of the children. >> reporter: the spokesperson
