>> reporter: good afternoon, there, jim, i can tell you, yesterday our own health reporter stephanie stahl broke this story this morning, this afternoon, we have new details about the mayor's plan to target tobacco retailers, he says, may be targeting children. he's proposing new rules which could limit the number of tobacco resale ers, here, in the city of philadelphia. now the mayor says the goal is to lower philadelphia's addiction to smoking and to prevent what he says is predatory marketing toward underaged children. some shops, lower income neighborhoods, smoking place at children's eye levels, in one case the mayor says the health department found children had to walk by 16 stores selling tobacco products on their way to school. so today the mayor has proposed new restrictions on tobacco retailers, the first, tobacco retail cap, new planning district stores which sell to back owe or tobacco products will be capped at one per 1,000 people. the city also plans on phasing out tobacco retailers within 500 feet of any school here in philly, and there are also changes to what happens if r
